Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates must possess a bachelor’s degree* AND six years of experience as an IT project architectural and technical lead** with at least three of the six years related to modernization technical projects. Additionally, three years of experience must have been at a supervisory level, or one year of experience must have been at a managerial level.

*Four years of experience as a technical supervisor in an Agile development environment OR an associate’s degree in the field of Information Technology AND two additional years of experience as a technical supervisor in an Agile development environment can be substituted for a bachelor’s degree.

**A master’s degree can be substituted for one year of experience as an IT project architectural and technical lead.

PREFERRED QUALIFICATIONS:

Preference may be given to candidates who have:
• Three years of experience leading IT teams in programs and projects with significant IT modernization and organizational transformation goals;
• Three years of experience helping to develop, execute, and monitor project plans including scope, schedule, budget, resource, risk management, quality management, and communications plans;
• Two years of experience in vendor and contract management;
• Two years of experience in transforming functional and non-functional requirements into enterprise architectural and solution designs;
• Two years of experience in reviewing and recommending solution architectures and system designs;
• One year of experience managing an IT team;
• One year of experience managing IT Consultants;
• Two years of experience implementing Agile development processes in a transition from waterfall development practices;
• Experience with NYS procurement including the development of procurement materials;
• Experience working with cross-functional teams consisting of IT, program area, and contractor resources;
• Strong verbal and oral communication skills;
• Demonstrated ability to manage multiple priorities;
• Demonstrated ability to champion technical change;
• Demonstrated ability to align architectural and technical project work with strategic IT technology goals and to create actionable tasks that move an organization towards those goals; and

Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for a highly experienced Technical Architect to be hired as a Project Coordinator, acting as Lead Project Architect in the Office of Information Technology Services (ITS). This Office supports NYSED’s Office of the Professions (OP) Modernization Program and is responsible for licensing and oversight of more than 50 plus professional titles, as well as professional corporations and pharmacy establishments, working collaboratively with ITS to update technologies that no longer meet the needs of licensed professionals and others who rely on this office to ensure the health, safety, and welfare of the public through effective and efficient professional licensing and discipline. Duties of this position include, but are not limited to, the following:

• Serve as the Lead Technical Architect for all projects within the OP Modernization Program, providing strategic leadership and ensuring architectural integrity across the enterprise;
• Direct the planning, organization, and execution of enterprise architecture components (platforms, hardware, and software), ensuring alignment with technical requirements and program objectives;
• Act as a key member of the NYSED ITS architecture governance team, influencing architecture decisions, setting standards, and driving compliance throughout the organization;
• Develop, maintain, and continuously improve comprehensive ITS architecture plans and detailed diagrams, ensuring they remain aligned with evolving business needs and technological advancements of OP Modernization;
• Provide hands-on architectural leadership during critical phases such as implementation and mainframe data migration, ensuring best practices are followed and vendor contributions are optimized;
• Ensure full compliance with NYSED ITS and Information Security Office policies, embedding security best practices throughout all phases of the project lifecycle;
• Strategically assess IT workload demands, advise on appropriate staffing levels, and assign personnel to optimize resource utilization, ensuring projects stay on schedule and within scope;
• Actively engage in Scrum stand-ups and ceremonies, ensuring alignment between architectural objectives and project deliverables, and driving technical solutions that support the program's strategic goals;
• Contribute to detailed requirements meetings, ensuring technical and business needs are accurately captured, analyzed, and documented to inform and guide architectural decisions;
• Collaborate with the project Director, finance to develop, review, and manage program budgets, ensuring adherence to ITS financial policies and maximizing architectural investments;
• Assist in the development of procurement strategies and materials, ensuring that vendor selection, contracts, and services are aligned with the strategic goals of the program. Coordinate vendor services related to program delivery, ensuring that development artifacts, architectural models, roadmaps, and staffing alignment;
• Implement advanced quality assurance measures within sprint cycles to ensure testing activities are executed accurately and meet defined acceptance criteria;
• Partner with the Project Director to streamline financial processes, including timely payments and procurement, ensuring compliance with all contractual and statutory obligations while driving operational efficiency. Manage vendor performance to ensure quality and adherence to enterprise architecture. Ensure full adherence to NSYED ITS vendor management standards and conformance with architecture and program goals;
• Coordinate IT activities across multiple development, operational, and functional teams to ensure effective and efficient implementation of system requirements. Partner with other units within NYSED to promote alignment with program objectives, fostering a culture of continuous improvement, shared accountability, and cross-functional support for enterprise goals; and
• Provided leadership and guidance to team members in the development and maintenance of Information Technology (IT) systems utilizing technologies such as JAVA, PL/SQL, SQL, HTML, PHP, CSS, and JavaScript. Focused on fostering skill development in these areas while ensuring high-quality system performance and maintenance.

Additional Comments CONDITIONS OF EMPLOYMENT: This position will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
