A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time engineering experience in electrical systems.

Duties Description The Professional Engineer 1 (Electrical), Grade 24, will work in the Resilience Section of the Office of Resilience, Utility Security, Nuclear Affairs and Emergency Preparedness (OREP), and independently perform complex engineering analysis of major utilities and services related to the oversight of the electric transmission and distribution systems, including all aspects of their vegetation management programs. The incumbent will provide the full range of professional engineering services, including demonstration of expert knowledge of electric facility design; electric system resilience, safety and reliability standards development and compliance; and utility capital, operations and maintenance of complicated large scope projects and program review. Duties include but are not limited to:
• Analyzing rate proceedings and preparing staff position through testimony.
• Reviewing and analyzing utility cost allocation and rate design.
• Developing and reviewing emergency plans and collect and analyze data relevant to supply planning and emergency plans.
• Investigating and analyzing utility distribution operations and planning systems as well as service quality.
• Undertaking efforts to ensure the promotion of utility safety design, construction, and operations.
• Investigating incidents that may directly affect safety or may have broader safety implications.
• Providing supervisory and mentoring guidance to OREP Assistant Engineers and Engineer Trainees.

The primary mission of the New York State Department of Public Service (DPS or Department) is to ensure affordable, safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State’s residential and business consumers, at just and reasonable rates, while protecting the natural environment. The Department also seeks to stimulate effective competitive markets for clean, renewable, and distributed energy resources that benefit New York consumers, as well as product and service innovations.

Engineers at DPS provide technical expertise on matters involving the planning, design, maintenance, operations, reliability, and expansion of the aforementioned services and their infrastructure in furtherance of achieving the Department’s mission and the State’s Clean Energy Standard mandate of 70 percent renewable energy by 2030.

Additional Comments:
*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Under New York State Education guidelines, all professional engineers must practice only in their area(s) of competency, or they may be subject to disciplinary action. It is your responsibility to be knowledgeable of any restrictions that are based on law or regulation, as well as those that relate specifically to your area of professional competence. Continued employment as a Professional Engineer 1 is dependent upon continued possession of a New York State Professional Engineer's license with current registration. Failure to maintain your New York State License and registration may result in removal from the Professional Engineer 1 title.

Some positions may require travel and as such, it may require that you have a valid license to operate a motor vehicle in New York State or otherwise demonstrate an ability to perform the required field work if public transportation is not available. You will be advised of this further at the employment interview.

The primary location for this position will be either Albany, NY or New York, NY. If the position is filled in the New York City location, the salary range above would increase by the Downstate Adjustment of $3,400.
