Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure, specialized professional administrative or professional clinical experience.

A bachelor’s degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master’s degree in nursing can substitute for two years of post-licensure clinical nursing experience.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

COMPETITIVE MINIMUM QUALIFICATIONS:
Health Care Surveyor 3 (Nursing), SG-22: Permanent service in this title, or one year of permanent competitive or 55b/c service in a title SG-20 or higher and otherwise eligible for transfer under Civil Service Law, or a reachable score on the Civil Service eligible list for this title.

Duties Description Under the direction of the Director of Operations, the Health Care Surveyor 3 (Nursing) will supervise a regional unit of staff consisting of Registered Nurse 2 (Utilization) and Correctional Facility Specialists. Specific duties include but are not limited to:
• Managing a team of staff conducting facility inspections for minimum standard evaluations relating specifically to healthcare and substance use disorder treatment and transition services, ensuring evaluations are completed timely and in accordance with established policies.
• Ensuring field audits of state, county, and local correctional facilities for the purpose of inspecting facility health services and examination of medical care records are thorough, timely, and completed in accordance with established policies.
• Reviewing correctional facility health services inspection reports; incarcerated individual grievance and complaint reviews; inmate mortality investigations; and associated staff work product to confirm accuracy, timeliness, and quality.
• Conduct field visits to resolve complex healthcare issues with correctional facility administrators, providing technical assistance, responding to emergency correctional situations, and providing support and advice to agency administration.
• Communicating assignments and coordinating unit activities with subordinate staff and other units.
• Perform the full range of supervisory responsibilities.
• Up to 40% required travel may be required, including overnight travel.

Additional Comments This position is eligible for geographic nursing differential in the amount of $20,000.
