Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Open Competitive:

Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;

Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. All interested promotional candidates must complete their online application here: New York State Career Opportunities in Engineering (ny.gov). There is no fee for this examination. The minimum qualifications are:
Promotional: You must have a New York State Professional Engineer's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

Duties Description The incumbent of this position will function as Assistant to the Regional Director. The incumbent will act on
behalf of the Regional Director, provide guidance on regional matters and programmatic issues and coordinate
activities for the Region among regional groups.
The Assistant to the Regional Director will be responsible for but are not limited to:

• Collaborate with the Regional Director (RD) and Region 1 group directors to ensure deadlines are met.

• Receive legislator and constituent inquiries (triage, delegate, respond)

• Edit and summarize documents for the RD

• Research and assemble information required for RD to make decisions and/or reply to correspondence.

• Perform updates to Region 1 Web/IntraDOT

• Cover calls/meetings for RD when needed.

• Watch RD’s email for high priority issues when they are out, in meetings, or otherwise unavailable.

• Work on special projects and ad hoc tasks as needed

• Supervise administrative staff

• Work with the executive secretary to manage the day-to-day activities in the RD office

While working in this position, the incumbent will be exposed to every aspect of regional functions and will have the opportunity to work with the group directors and various committees and teams daily. The incumbent will also have regular contact with the Main Office and the offices of local municipalities and elected officials.

The preferred candidate will possess excellent writing and proofreading skills, be able to manage multiple competing priorities and be able to proactively approach and recommend resolutions to issues. It is also important to possess an awareness of the need to exercise discretion and confidentiality with sensitive information.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
