Minimum Qualifications Promotion: one year of competitive service as a Multimedia Production Program Specialist 2.
Open-Competitive: Eight years of experience in producing multi-communication projects using elements of audiovisual production, or graphic design for web, or graphic design for print; or bachelor's in video/television/film production, web interface design, graphic design, communication design, or a closely related field and four years of experience. One year of the experience must have been at a supervisory level.
Candidates may also apply if they meet the following conditions:
Reassignment - Currently in the title and an employee of DEC or
Reinstatement Eligible - Previously held the title on a permanent
competitive basis or held a title as indicated under the transfer
eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at
Salary Grade 23 or higher and eligible for transfer under Section
70.1: One year of permanent competitive service as an Heath
Education Media Specialist 3 or Multimedia Production Program
Specialist 2;
or
55-b/55-c Candidates must meet the open competitive minimum
qualifications above and include with their resume or application,
a copy of the letter from Civil Service which indicates approval
for the 55-b/55-c program.
Actual work schedule and travel requirements may vary and will
be discussed at the interview.
*There is no viable eligible list for this title. If there are no more
than three qualified candidates for this position, it may be
possible to make a permanent appointment via non-competitive
promotion.
Duties Description • Assign projects and establish priorities
• Review, monitor, evaluate and approve communication products
• Work closely with printing or multimedia service providers to ensure projects meet the desired specifications and deadlines
• Oversee project concept development, establish timelines and strategies
• Coordinate with editors, writers, and technical staff in developing reports, kiosks, magazines, online publications, brochures, social media graphics, web graphics and photographic needs
• Support agency marketing needs for graphic design, video production, video editing, and producing printed materials
• Manage and track bureau budget and spending
• Produce annual assessments of equipment needs for the bureau and track cost expenditures
• Stay abreast with digital technology for design, photography, video production, and printing
• Coordinate with appropriate agency staff on script development
• Work with Communication Services director to assess bureau's needs and workflow
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Weekends and holidays may be required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
