Minimum Qualifications Certification from the Department of Health in the grade required for operation of the water treatment plant to which assigned. Appointees may be temporarily employed pending certification but must be removed if they fail to achieve certification.

Duties Description This position will work in the Utilities and Transportation Infrastructure section of the Allegany Regional Maintenance Department. Under the direction of higher-level supervisory personnel, the incumbent will engage in activities/tasks involved in the operation and maintenance of wastewater treatment plants and potable water systems. Duties include, but are not limited to:
• Observe, monitor, and operate sewage treatment plant and associated pumping, distribution, and storage facilities to provide and obtain acceptable effluents that meet all environmental and health standards for the Allegany Region.
• Perform tasks as assigned in the operation and maintenance of potable water systems such as, taking chlorine residuals, mixing chemical crocks, and adjusting injection pumps.
• Perform regular visual inspections of all wastewater treatment and water treatment equipment and associated systems.
• Monitor control panels, gauges, and flow meters to determine the flow of wastewater through the plant.
• Remove influent from initial bar screens to accelerate flow into the plant.
• Take samples of raw, and/or semi-treated wastewater as required.
• Perform standardized chemical tests, such as chlorine residual and dissolved oxygen.
• Adjust valves, gates, pumps, and other equipment to regulate flow of influent through the treatment process.
• Perform required analysis tests, take timely samples, and prepare chemical mixtures to ensure that all health standards are met.
• Record samples taken, tests performed and their results, and the action taken to meet regulatory requirements.
• Maintain accurate, neat, and timely records and logs.
• Maintain inventory of equipment, supplies, and requisition materials to ensure continuous plant operations.
• Perform a variety of maintenance tasks in a wastewater treatment plant and the surrounding areas of the plant, as well as potable water well houses, reservoirs, and surrounding areas.
• Perform preventive maintenance and repairs to all equipment, machinery, motors, pumps, mains, pipes, controls, etc., providing proper lubricants and parts required to ensure proper functioning of all systems.
• Supervise lower-level and seasonal employees as needed, providing guidance and instructions to accomplish the department’s objectives.
• Operate motor vehicles including the pumper truck.
• Operate and use laboratory equipment, small hand tools, and power tools.
• Perform daily rounds of inspections, collecting water samples for testing.
• Communicate effectively and interpret written material and instructions.
• Perform basic math such as add, subtract, multiply, divide, and perform calculations using equations.
• Assist in emergency response functions as assigned.
• Adhere to the agency’s Code of Conduct Policy ensuring compliance with all guidelines, policies, and procedures in the performance of daily tasks.

This position may involve medium to heavy physical labor and requires the incumbent to be reliable, flexible, and willing to work in a team setting.

Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must possess a valid Class B Commercial Driver’s License with Tank Endorsement or be able to obtain it within the probationary period, and maintain it continuously thereafter as a term and condition of employment.***
• Possession of a Grade 1A Wastewater System Treatment Plant Operator certification recognized by the NYS Department of Environmental Conservation is required or must be obtained within the probationary period.
• Must possess a Grade C and D Community Water Systems Operator certification issued by the NYS Department of Health, or be able to obtain within the probationary period, and maintain it continuously thereafter as a term and condition of employment.
• Must be willing and able to respond to emergencies and answer calls outside of the normal work schedule.

***Under the provisions of the Omnibus Transportation Employee Testing Act (1991), this position has been designated Safety Sensitive. The candidate is required to participate in pre-employment, random and post-accident drug and alcohol testing.

COMMENTS:
The CSEA contracts allow for salary protection for seasonal / hourly employees who are appointed to permanent graded positions with lower hiring rates under certain circumstances. We encourage OPRHP seasonal / hourly applicants to check in with your Regional Business Office Administrator to inquire about the potential impact on your salary. As a permanent graded employee you will be eligible for regular salary / performance advances (i.e. salary increases)
