This position includes an opportunity to serve in a traineeship and applicants will be appointed to the appropriate level based on their experience.
Payroll Assistant Trainee (starting salary $35,177): There are no minimum education or experience requirements for this title.
Payroll Assistant (starting salary $41,399): One year of payroll experience, which included computing time worked, salaries, and deductions.
TRANSFER OPPORTUNITY:
Candidates must have permanent status as a Payroll Assistant, Grade 9, and be eligible for a lateral transfer; OR be eligible for transfer under Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades of this position.
55b/c OPPORTUNITY:
Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. Please provide a copy of your letter of eligibility with your response.
Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Payroll Assistant, Grade 9/Payroll Assistant Trainee, NS, position in the Center for State and Community Workforce Development and Human Resources, Bureau of Facility Personnel Services (FPS). The incumbent will perform duties to support operations in the Central List & Transactions Unit. The FPS List Unit provides eligible and mandatory list canvassing and interview scheduling services for 26 OMH facilities and its Central Office. The FPS Transaction Unit reviews and submits payroll transactions for approximately 13,000 employees at 26 OMH facilities on 34 payroll agency codes. Specific duties to be performed may include, but are not limited to, the following:
Provide general office support including answering phones, maintaining files, scheduling meetings, etc.
Enter personnel and payroll information submitted by OMH facility personnel offices into the NYSTEP (Civil Service) and PayServ (Office of the State Comptroller) systems.
Run reports to acquire information submitted by OMH facility personnel offices.
Verify transaction information submitted by facility personnel offices prior to entry into the NYSTEP and PayServ systems.
Monitor transaction information submitted into NYSTEP and PayServ to ensure appropriate processing of transactions.
Perform liaison activities with the Department of Civil Service, Central Office and Facility Personnel Offices to resolve list issues, ensure valid list appointments, and assure that all appropriate sign-offs (clearance numbers, list approvals, item assignments, etc.) are received to enable facilities to make timely appointments.
Receive phone calls from eligible list candidates, open mail, and use the Civil Service automated system to code lists, develop lists of acceptors, and finalize lists for Civil Service.
Assist with entering decentralized exam applications into a computerized database.
Maintain and update files as necessary.
Additional Comments The starting salary for this position will vary based on the selected candidate’s experience. Candidates appointed at the trainee level will be required to successfully complete a one-year traineeship to advance to the full performance level title and salary:
$35,177 (Payroll Assistant Trainee)
$41,399 (Payroll Assistant, full performance level)

This position may be designated 55 b/c and is subject to verification of applicant eligibility.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
