Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications:

Four years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes.

An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience.

Duties Description The incumbent will be required to perform a wide variety of workplace safety and health related tasks, including hazard assessments, facility inspections, safety consultation, staff training, written safety program review and development assistance, incident (accident) root cause analysis and prevention, local-level health and safety committee participation, record-keeping and documentation within a diverse range of workplace locations throughout New York State. These locations include, but are not limited to, administrative areas, day-use areas, education centers, construction sites, fish hatcheries, hazardous waste/emergency response sites, laboratories, and maintenance shops. Most of the travel will be within DEC Regions 7, 8, and 9, with periodic scheduled health and safety meetings in Albany, as needed. The position will require the on-site review of workplace activities, inspection of work site conditions, assessment of safety and health hazards, and the development of recommended corrective actions. The position will also require the use of measurement and testing equipment, such as distance meter, voltage tester, protractor, etc.

• Review facility and field operations to identify and assess occupational health and safety hazards and facilitate compliance with occupational safety and health regulations.
• Conduct on-site safety assessments and inspections to observe operations, activities and work practices, while identifying any physical and/or behavioral hazards, or failures in controls.
• Create written inspection reports with recommendations for abatement.
• Assist in the development of procedures for sharing and enforcing safe work practices.
• Assist with accident investigation and root cause analysis, as directed.
• Assist in annual review of written programs.
• Assist in the development, coordination, and delivery of local safety and health training with assistance from higher level staff.
• Ensure training records are maintained and advise programs of required certifications and expiration dates as required by regulatory bodies.
• Assist with the coordination of occupational medical monitoring for local staff.
• Assist the Automated External Defibrillation (AED) Program with coordination of local trainings for the AED, CPR, and First Aid course. May also perform monthly AED and first aid kit inspections, if needed.
• Participate and support local safety and health committees; maintain communications with Health and Safety Unit, management, unions, employees, enforcement agencies, building management and contractors on issues related to occupational and employee health and safety; and support emergency response and preparedness.
• Assist to develop and maintain a reliable procedure for employees to notify management, without fear of reprisal, of conditions that may be hazardous or do not comply with policies of the workplace safety program; and ensure timely, appropriate responses.
• Serves as internal consultant and regional level resource for the implementation of safety and health procedures, policies, programs, rules, and regulations for federal and State safety and health regulations, including NYS fire and building codes, as they relate to occupational safety.
• Develop safety and health awareness guidance bulletins, as directed.
• The position will rely heavily on working with Microsoft Word, Excel, Adobe, Forms, SharePoint, Webex, and Teams to track safety program compliance, communicate with employees statewide, attend virtual meetings and provide virtual safety training.
• Will act as a liaison (non-regionalized) and report directly to the Health and Safety Unit.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must be available for emergency response.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Telecommuting may be available, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
