Minimum Qualifications Ten years of financial management, accounting, contract management, or budgeting experience. One year of this experience must have been at a managerial level*.

*Management experience is defined as direct leadership, management, and strategy execution for an identifiable organizational unit or program which includes direct management of program planning, development, resource allocation, monitoring, evaluation, research and analysis, and policy formation. This experience should also include administrative supervision of professional staff.

Substitutions: A bachelor’s degree may substitute for four years of specialized experience; a master’s degree may substitute for five years of specialized experience; or a Ph.D. may substitute for six years of specialized experience.

Duties Description This position serves as the Deputy Executive Director of the Bureau of Finance and Administration and is supervised by the Executive Director of the New York State Office for the Prevention of Domestic Violence (NYS OPDV). The Deputy Director assists the Executive Director in all aspects of program administration, agency management, and budget processing and oversight. The Deputy Director is responsible for directing the fiscal, budgetary and administrative efforts of the Office. In executing these responsibilities, the Deputy Director reports directly to the Executive Director and coordinates their work with other agency bureaus and units.

Duties include but may not be limited to:
• Ensure and maintain the fiscal integrity of OPDV and oversee all aspects of the financial, operational, and administrative portfolios and processes of the agency.
• Manage and monitor agency financial management including accounts payable and receivable, purchasing, expenditure control, budget development, cash planning, and the administration and management of grant funds with strict adherence to State Finance Law and to the Guide to Financial Operations.
• Oversee all necessary aspects of agency operations and administration, including development of mission, staffing, and succession planning as well as compliance with civil service, human resources, and host agency protocols and requirements.
• Management of federal and state grant reporting, financial reports, and preparation of other required financial reports including reporting on Minority and Women Owned Business Enterprises as well as Service-Disabled Owned Businesses compliance and regular reports to control agencies on the status of agency contracts and assets.
• Preparation and oversight of agency procurements for grants and service-based contracts to ensure that applicable laws, rules, and regulations are adhered to and that the proposed contracts represent the best value to New York State.
• Monitor and report on cash disbursements for federal, General Fund, and Special Revenue Accounts.
• Direct staff responsible for processing agency purchases, accounts payable processes, and travel, ensuring that all requests and expenditures are reviewed and processed in a timely manner.
• Meet with representatives from the Division of the Budget, Office of the State Comptroller, and other New York State agencies regarding fiscal policies and procedures.
• Review and provide feedback, including potential fiscal implications, on State and federal legislation, agency policy directives, plans submitted to federal agencies, contracts, litigation, audit responses, and other programmatic and operational proposals.
• Coordinate and oversee the development and submission of the agency budget and assist in the submission of State of the State proposals and year end reports.
• Formulate and implement long-range plans to attain agency goals, including development and implementation of strategic planning.
• Act as liaison with other state agencies and assign tasks, appropriately, including contract negotiation and interagency coordination of domestic and gender-based violence related funding.
• Oversight of the agency’s internal controls, audits, and grantee monitoring and complying with all necessary mandates relative to the same.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.

Additional Comments • Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
