Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 4 (Nursing) G25 and eligible to transfer under Section 70.1 of the NYS Civil Service Law.
Non-competitive via HELPS: Possession of a license and current registration as a registered professional nurse in New York State; a bachelor's degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.
Substituion: A master’s degree in nursing can substitute for one year of non-supervisory post-licensure clinical nursing experience.
Preferred Qualifications: Knowledge of adult care facility and Ombudsman regulations, including an ability to apply the tenets of the federal Home and Community Based Settings Final Rule; strong ability to work independently; excellent organization, interpersonal, and communication skills; ability to interpret regulations and policies, and produce quality guidance documents for all audiences; and Federal Surveyor Minimum Qualifications Test certification.
Duties Description Under supervision of the Director of the Division of Adult care Facility and Assisted Living Surveillance, the incumbent will be tasked with creating, reviewing, and updating policies and procedures as they relate to the Ombudsman program and ensure its integration within the Bureau of Surveillance and overall program as appropriate; assign and coordinate offsite survey activities including the generation of appropriate reports that are created by lower-level staff and will be issued to facilities, and review and process facility-developed closure plans. In this capacity, the incumbent must maintain consistent communication with staff and program management, and continuously monitor activities for process development and improvement; review facility and overall programmatic compliance with the federal Home and Community Based Settings Final Rule and assist in the development of compliant policies and education materials as appropriate. Attend meetings to assist in the coordination of project work and submissions, review and assign submitted packets from facilities and complete on-site facility visits to ensure facility compliance with the rule. The incumbent will Supervise, train, and mentor assigned staff in lower grade levels. Complete onboarding and offboarding checklist and role assignments. Complete all necessary 1:1 meetings, timecard/time off approvals and performance reviews.; participate on interagency workgroups; respond to varying types of audiences; and ultimately identify opportunities for consistent and ongoing quality improvement in the surveillance processes intended to improve resident outcomes.
Additional Comments This position may require travel, including overnights, and work that extends beyond the normal work hours. The candidate will need to complete the Federal Surveyor Minimum Qualifications Test certification within 1 year.
Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 25 ($105,410-$117,875) and an additional Geographic Pay Differential of $20,000.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
