Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Promotion: On year of permanent competitive or 55-b/55-c service as a Project Manager 1
or
Open Competitive: A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).

Duties Description As they relate to DOW’s various water quality improvement and resiliency projects associated with 2022 Bond Act, 2017 CWIA, and various Federal resources, the PM2 develops or uses pre-existing project management plans, documents and tools to coordinate and support the activities of the FPM Section and broader project teams; participates in reviewing project proposals or plans to define scope statements, and documents project requirements; determines project start and end dates and establishes critical milestones within the project schedule; records and reports schedule progress and project expenditures; records quality metrics concerning the project and product performance; compiles project reports and communicates project status; interacts with stakeholders and coordinates the activities of the project team to ensure that the project objectives are met, and may lead or facilitate project meetings; designs, develops and/or refines templates to support project management; may plan and conduct project analysis sessions, such as project close-outs and Joint Application Design (JAD) sessions; may oversee the development of requests for proposals (RFPs) and RFAs; and assists the PM4 in the FPM Section on more complex projects. The PM2 utilizes quality improvement tools and techniques including checkpoints, checklists, Gantt charts and Microsoft Offices’ suite of planning tools such as Outlook, Teams, Planner and Power Automate to effectively keep DOW’s projects on schedule with expected deliverables.
Specific functions include:
• Assisting in routine section activities including direct supervision of section staff, participating in annual workplan and spending plan preparation and monitoring; leave requests & timecards, performance plans and evaluations.
• Assisting in coordinating development of annual DOW Central and Regional Office workplans and Time & Activity/Cost Management.
• As associated with DOW projects, assisting the PM4 and other higher-level staff with the FPM Section to:
o Conduct requirements gathering sessions to facilitate the development of detailed project requirements and scope statements
o Develop project workplans and complete project workplan reviews
o Define statements of project scope which include objectives, deliverables, breakdown of work structure and responsiblities, and schedule
o When multiple options for project delivery are available, conduct and prepare cost benefit analyses supporting alternative approaches
o Complete project related purchasing and invoicing
o Review and process contract claims and payments
o Develop RFPs and RFAs in coordination with DOW technical program staff
o Develop invitation for bids in corrdination with DOW technical program staff
o Develop and execute sole/single source procurements
o Coordinate, develop, and submit DOW’s annual Federal grant applications
o Submit contract/procurement documents to DFM and the Office of the State Comptroller
o Develop, track, coordinate, and report on DOW’s annual Environmental Projection Fund (EPF) spending plan and appropriations
o Utilize quality improvement tools and techniques to effectively keeps DOW’s projects on schedule and meeting project deliverables
o Complete portions of technical elements of annual project reporting, including workplan progress and financial reports
o Complete various project communications with external partners and the public including Freedom of Information Law Requests (FOIL), DOW information & Commissioner Correspondence Unit (CCU) responses
Preferred Qualifications
The successful candidate should have the following preferred qualifications:
• Experience with all project management phases, origination, initiation, planning, execution and control, and closeout.
• Ability to develop robust project workplans and schedules to ensure completion of detailed project elements.
• Experience utilizing MS Teams and Gantt charts, or other project management tools, in developing project plans and delivery of project tracking.
• Ability to find creative solutions to difficult and complex problems within a team atmosphere.
• Experience with competitive and noncompetitive grant programs.
• Strong public speaking skills and demonstrated ability to address controversial topics in a public setting.
• Familiarity with Federal, State and Local Agencies and Non-Governmental organizations involved in involved in clean water programs.
• Ability to develop automated processes in Excel or other spreadsheet software.
• Supervisory experience
• Ability to document business processes and procedures

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
