Minimum Qualifications Bachelor's degree in accounting, finance, business administration, or related field; Master's degree preferred.
Six or more years of experience in internal controls, auditing, or related fields, including demonstrated proficiency in:
• Risk management and/or internal control frameworks.
• Policy and procedure development and implementation.

Preferred Qualifications:
• Certified Internal Auditor (CIA) or Certified Public Accountant (CPA) certification.
• Knowledge of New York State government operations and regulations or experience working in a state or
local government environment.
• Experience working directly with subject matter experts at different levels to learn, understand, and map
new processes across a variety of different disciplines and sectors.
• Experience analyzing and re-designing processes to minimize risk, waste, and redundancy.
• Exceptional writing skills and ability to summarize complex concepts quickly, clearly, and
concisely for audiences at all levels.
• Comfort working with substantial independence, taking ownership of projects and outcomes, and
successfully managing multiple priorities under pressure.

Duties Description The New York State Office of General Services (OGS) is seeking an experienced and committed Internal Control Officer (ICO) to lead the agency’s internal control efforts. This position reports to the Deputy Commissioner for Strategic Initiatives.

OGS is a dynamic, multifaceted agency that plays a pivotal role in delivering a broad range of vital services—including design and construction, real estate management, business services, centralized contracting, and procurement support— to State Agencies and other governmental and non-profit entities, so that they can best serve New Yorkers. The ICO plays a critical role in helping OGS deliver on its mission by helping agency leadership, management, and staff seamlessly integrate strong, effective controls into core business functions throughout the organization.

The ICO will partner with leaders and staff across the agency to design, monitor, and continuously review internal controls and control systems. They will also work to redesign and strengthen existing controls, including developing effective policies and procedures to address gaps, mitigate identified risks, and adapt to accommodate changing circumstances and mandates. Finally, they will help to cultivate a sound controls culture and mindset throughout the agency, working in partnership with executive leadership to institutionalize control principles by implementing internal controls training, guidance, processes, and standards across the enterprise.

Duties include, but are not limited to:
• Developing and maintaining OGS’s system of internal controls and the agency’s internal control review
program, ensuring that both comply with all requirements of the NYS Internal Control Act and other
applicable standards and mandates.
• Collaborating with OGS division leaders to design effective controls for all of OGS’ programs and
functions.
• Assisting OGS managers and staff in analyzing, mapping, and re-designing processes to reduce risk and
improve efficiency.
• Developing and implementing a system for conducting periodic risk assessments agencywide and assisting
division leaders with developing risk mitigation strategies.
• Providing consultative support to agency managers to assist them in meeting internal control requirements,
conducting risk assessments, and completing internal control reviews.
• Guiding the development and drafting of policies and procedures agency-wide, in collaboration with OGS
division leaders, managers, and staff.
• Regularly reviewing policies and procedures to verify that they are aligned with the agency mission and
objectives and that they comport with internal control standards.
• Developing internal control guidelines and tailored reference materials to guide staff at all levels on
internal controls best practices.
• Coordinating and implementing education and training efforts related to development and internal
controls, as well as risk and control concepts for OGS employees.
• Working cooperatively with OGS’ Internal Audit Unit to identify and mitigate agency risk and
coordinating implementation of internal and external audit recommendations.
• Preparing and presenting summary reports on risks and internal control structures to senior leadership and
external stakeholders.
• Providing ongoing education, coaching and feedback to business unit leaders to raise and help maintain
their internal controls knowledge, skills, and abilities.
