Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 4 (Nursing) G25 and eligible to transfer under Section 70.1 of the NYS Civil Service Law.


Non-competitive via HELPS: Possession of a license and current registration as a registered professional nurse in New York State; a bachelor's degree in nursing; and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.
Substituion: A master’s degree in nursing can substitute for one year of non-supervisory post-licensure clinical nursing experience.

Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Medicare and/or Child Health Plus. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY, WMS, SOLQ. and the Medicaid Disability Determinations System (MDDS). Experience supervising large teams is preferred.

Duties Description The Health Care Surveyor 4 will work within the DEMI Bureau of Consumer Relations & Local District Support, and Upstate Eligibility Systems/State Disability Review Unit (SDRU). Staff in the SDRU process disability determinations for the Aid to Disabled Program, Office for People with Developmental Disabilities (OPWDD), Medicaid Buy in for Working People with Disabilities Program (MBI-WPD), Over 65 Pooled Trust, and the Consolidated Children's waiver for upstate New York City and rest-of-state (ROS).

The responsibilities of the Health Care Surveyor 4 will include, but not be limited to the following:

•Manage teams and activities on the unit related to medical evidence gathering and disability determination.
•Provide coverage for other supervisory staff as needed.
•Mentor, train and provide direction in the performance of complex disability case reviews.
•Represent the State Disability Review Unit in Fair Hearings related to disability determinations.
•Interact with other state agencies, local departments of social services, legal entities, medical providers and IT staff.
•Research and analyze the Federal Social Security Administration and NYS disability policy. Make recommendations to administration regarding updates to the program as needed.
•Update the Medicaid Disability manual as assigned.

Additional Comments Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 25 ($105,410-$117,875) and an additional Geographic Pay Differential of $20,000.
