Minimum Qualifications Permanent Transfer Candidates: Current Department of Health employee with one year of permanent or contingent-permanent, competitive, service as an Associate Health Planner, G23 OR current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title G21 or higher and eligible to transfer under Section 52.6 of the NYS Civil Service Law AND able to meet the Open Competitive qualifications below.
NY HELPS: Seven years of experience where your primary duty was performing two of the five following activities:
1. Health Services research and analysis of health care systems resources, beds, services allocations, or processes of care.
2. Demographic or economic analysis for projecting need for health care facilities and services.
3. Analysis of health care resources, staffing needs, usage patterns, health services quality, or patterns of clinical care.
4. Health care policy development and analysis on a statewide, regional, or county basis.
5. Preparation or review of CON applications in a State regulated health care facility or governmental agency.
Preferred Qualifications: Preferred candidates will have professional experience in health insurance programs, including Medicaid, Child Health Plus, and the Essential Plan. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team and to manage multiple priorities in order to meet deadlines; and experience using eMedNY, NYSOH Back Office and the Grants Gateway. Supervisory experience is a plus.
Duties Description The Associate Health Planner will work within the Bureau of Consumer Assistance and Training within the Division of Eligibility and Marketplace Integration. The position will involve oversight in one of NY State of Health’s Assistor Programs; the Consumer Assistance for the Aged, Blind Disabled Program, the Navigator Program, or one of the other Application Assistor Programs provided by Certified Application Counselors or Marketplace Facilitated Enrollers. The Bureau provides oversight and technical assistance to more than 300 agencies with approximately 6000 application assistors (Aged Blind Disabled Facilitated Enrollers, Navigators, Marketplace Facilitated Enrollers and Certified Application Counselors) who provide assistance to individuals and families applying for health insurance coverage. The Bureau also oversees several grant programs which provides application assistance to consumers applying for health insurance coverage.
Additional Comments Duties may include monitoring program grantees, including reviewing and approving budgets and budget modifications; ensuring that grantees are in compliance with contract deliverables, reviewing federal regulations and State law to develop policy guidance for navigator agencies; assisting in the contracting and procurement process and researching and resolving eligibility and enrollment issues and consumer complaints raised by agencies. This position may include supervising subordinate staff.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
