Minimum Qualifications Bachelor’s degree and six years of specialized experience; three years of the experience must have been at a supervisory level or one year of the experience must have been at a managerial level. The ideal candidate will have experience with human resources at the state or city level, ability to help grow and develop staff in a new state agency, and excellent communication skills and judgment to navigate interactions with the media. Substitutions include four years of specialized experience or an associate’s degree and two years of specialized experience; Master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Duties Description Under the Administrator of the Commission on Prosecutorial Conduct, the Special Assistant will function as the Commission’s Human Resources Director and Public Information Officer. Duties will include, but will not be limited to:
• Supporting the Administrator’s vision by aligning human resources strategies with organizational goals;
• Serving as an expert advisor to the Administrator on human resources issues;
• Representing the agency on workgroups, committees, and in other forums related to the classification, recruitment, and placement of staff, talent management, and labor relations functional areas;
• Utilizing performance management principles and practices that monitor and accurately assess employee performance on a continuous basis;
• Proactively managing succession planning and implementing documented knowledge transfer strategies;
• Directing the recruitment, selection and retention of employees; the classification and allocation of positions; and employee oriented services;
• Overseeing the processing and maintenance of employee and payroll records; ensures compliance with applicable laws, rules, and regulations;
• Overseeing the onboarding for new employees;
• Ensuring that the CPC remains in compliance with federal and State laws, rules and regulations;
• Assisting the Administrator with communicating with the public;
• Other special projects as needed to enable the CPC to carry out its statutory mandate.
Additional Comments This is a hybrid position - Office location Albany or New York City/Manhattan.
This appointment will initially be temporary. It is expected that the selected candidate will then be appointed to the permanent, exempt position after a review of the jurisdictional classification.
The Commission on Prosecutorial Conduct is an independent state agency dedicated to investigating prosecutorial conduct in New York State, serving to strengthen oversight of New York’s prosecutors and to hold them to the highest ethical standards in the exercise of their duties.
Pursuant to Judiciary Law §§ 499-a – 499-j, the Commission has the authority to review and investigate the conduct of prosecutors to determine whether any prosecutorial conduct violates state law or court rules. Under the statute, the Commission is authorized to conduct a full range of investigative functions, including holding hearings, subpoenaing witnesses, requiring production of documents, conferring immunity, and transmitting findings of fact and recommendations regarding sanctions to the relevant attorney grievance committee. The Commission is also authorized to make its findings and recommendations public.
