Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18, OR a current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.
Non Competitive Candidates via HELPS Program:
Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.
Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.
Health Program Administrator Trainee 1: A bachelor's or higher degree.
Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: Working knowledge or understanding of the New York State and Federal Controlled Substance Acts. Broad range of administrative skills and experience including purchasing and/or operational transactions. Ability to work independently; have excellent writing & verbal communication skills and organizational skills. Proficiency in Microsoft Office products and the Statewide Financial System (SFS).
Duties Description This position involves Bureau purchasing and administration of the Opioid Stewardship fund program. Duties include purchasing, tracking, providing technical assistance to manufacturers and distributors and assisting with the creation of accounts for payment/tracking purposes. Additional duties include the preparation of written material in the form of internal and external reports, correspondence, and other documents related to program functions. Tracking progress of multiple tasks and reporting to Bureau leadership as requested. Assisting with administrative tasks, operational activities, and other Bureau tasks as needed.
Additional Comments This position is part of the NYS HELPS program. No examination is required.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
