Minimum Qualifications Permanent status as an Addictions Program Specialist 4 and interested in transfer; or reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 4; or eligible to transfer via Section 52.6 of the Civil Service Law (i.e. Associate Budget Examiner, Chief Budgeting Analyst, Principal Administrative Analyst, Principal Municipal Financial Analyst and other titles.)
In the event that a canvass of the eligible list for Addictions Program Specialist 4 in this location results in less than three candidates willing to accept the position, the agency may consider making a provisional appointment. To be considered for provisional appointment, candidates must meet the following qualifications: must have one year of permanent or contingent permanent service as a permanent competitive or 55-b/55-c service as an Addictions Program Specialist 2, Addictions Program Specialist 2 (Gambling), or Addictions Program Specialist 3.
In the event that a provisional appointment is made, the provisional employee will need to successfully complete the competitive examination for Addictions Program Specialist 4 when next given and be reachable for appointment on the resulting eligible list. If the provisional employee does not pass the competitive examination, or is not reachable for appointment, they may not be able to be retained in the position.
Non-Competitive (NCP) under Section 52.7 of the Civil Service Law: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates within OASAS apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications as outlined in the provisional qualifications.
Duties Description Under the supervision of the Associate Commissioner, the Addictions Program Specialist 4 will serve as the operations manager for the Division of Addiction Treatment Centers. The duties will include, but are not limited to: supervising Resource and Reimbursement Agents, including overseeing billing and revenue collections at the Addiction Treatment Centers (ATCs); managing ATC emergency and crisis prevention such as oversight of eFINDS (Evacuation of Facilities IN Disaster Systems) training and evacuation drills in all ATCs; coordinating and conferring with the NYS Department of Health; coordinating efforts with emergency management and disaster preparedness governmental and related organizations to ensure effective implementation of the DATC/ATCs emergency management preparedness program and compliance with laws and regulations; managing internal controls for DATC and the ATCs, including compiling internal controls and overseeing testing; coordinating and providing guidance on operational needs, such coordinating discussions and work internal to DATC and the ATCs related to purchasing and contracts, providing oversight of vendors, etc.; assist in the implementation and support for agency projects and represents DATC at meetings; ensure all OASAS 818, 816, and 820 regulations are followed, CARF requirements as outlined in the manual, and OASAS/Division policies and procedures are followed; conducts periodic ATC visits; and other duties as assigned.
*Some travel required - approximately 15%.
Additional Comments Salary: $100,845 - $127,474
* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
