Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.

The Department of Financial Services is seeking candidates for the position of Deputy Chief for the Health Bureau within the Insurance Division. The Health Bureau is comprised of five units: Corporate Regulatory, Actuarial, Field Examinations, Legal, and Pharmacy Benefits. Duties include, but are not limited to, the following:

• Assists the Health Bureau Chief in overall management of the Bureau; overseeing day-to-day operations including staff supervision, project management, and hiring;
• Directs oversight of units within the Bureau, to be assigned based on candidate expertise and qualifications;
• Ensures proper regulatory compliance oversight of the health insurance industry such as financial solvency, compliance with consumer protection laws, rate and form review, new statutes and regulations, and other policy initiatives;
• Represents DFS in NAIC activities and other external regulatory, outreach, or educational activities as assigned by the Bureau Chief;
• Works with Chief Actuary and other Unit managers to evaluate actuarial and regulatory oversight functions, including functions related to review of financial solvency of regulated entities;
• Supervises various special projects as specified by Bureau Chief;
• Participates with Bureau Chief and Executive team in developing and reviewing health policy (bill proposals, regulations, and circular letters);
• Supports through action and example official policies and programs, particularly in the areas of affirmative action, performance evaluation, and employee training and development;
• Other duties as assigned.

Additional Comments Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,400 annual downstate adjustment.

Appointment to this position is pending Governor Appointment’s Office and Division of Budget approval.
