Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS), which permits NY state agencies to hire candidates who meet the “Open to the Public” minimum qualifications for varies positions. At this time, the chosen candidate will enter the position via temporary appointment. As long as the employee is satisfactorily performing in the position, the appointment will change to permanent in June of 2024 with the official launch of NY HELPS. Non-Competitive Qualifications: A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.
Promotion Qualifications: New York State Professional Engineers license and current registration, and one year of service as an Assistant Engineer (Environmental).
Open Competitive Qualifications: New York State Professional Engineers license and current registration.
Duties Description • Be responsible for comprehensive oversight of all environmental programs for OCFS.
• Provide technical direction to consultant resources and provide environmental engineering guidance and direction to Executive Staff, Bureau of Capital Staff, facility physical plant staff, and facility administrators.
• Advise on environmental issues impacting operations of OCFS and DJJOY facilities.
• Provides input to policy makers in the development, review, maintenance, and update OCFS policies involving environmental compliance.
• Identify necessary projects and studies for including in OCFS 5-year capital plan.
• Identify, scope, and develop projects necessary to maintain compliance with NYSDEC, USEPA, NYSDOH, and other control agencies.
• Serve as project manager for Environmental projects involving Petroleum bulk storage, water, wastewater, stormwater, etc.
• Provide technical oversight and direction to environmental engineering consultants performing environmental services related to ensuring compliance with Federal and State Environmental Laws and Regulations.
• Manage OCFS-contracted environmental consultants, contractors, and technicians.
• Ensure compliance with environmental permitting requirements (SPDES, USACE, PBS, NYSDOH, NYSDEC, Wetland, etc), asbestos testing and abatement, and handling of hazardous waste.
• Review consultant generated reports and laboratory sampling data for compliance with regulatory standards; make recommendations to resolve environmental issues and concerns identified in the reports
• Develop reports, as required, for submission to NYSDEC.
• Complete annual statewide environmental audits
• Maintain and update Environmental reports, permits, and applications for OCFS environmental obligations and liabilities.
• Manage fuel master system and data.
• Provide direction and assistance OCFS facilities on environmental matters including PBS, waste management (regulated medical wastes, hazardous waste, etc) potable drinking water, sanitary waste, stormwater runoff, etc.
• Identify renewable energy opportunities.
• Liaise between municipal, regulatory, and state agencies on environmental matters.
• Serve as an active member of OCFS’ sustainability team.
• Research and advise of new and existing environmental laws, rules, and regulations pertaining to OCFS environmental program.
• Provide required training to OCFS staff regarding Environmental issues and compliance efforts.
• Advise OCFS personnel on the need for, and assist in the development of studies to evaluate indoor air quality, mold, ACM, PCBs, and lead; and projects to remediate same.
• Conduct field visits to review Water and wastewater operations; make recommendations to optimize operations.
Additional Comments The location of this position is TBD depending on candidate and could potentially be matched to closer regional office to candidate of choice.
Background Investigation Requirements:

Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
