Minimum Qualifications Permanent status as an Addictions Program Specialist 4 and interested in transfer; or reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 4; or eligible to transfer via Section 52.6 of the Civil Service Law (i.e. Associate Budget Examiner, Chief Budgeting Analyst, Principal Administrative Analyst, Principal Municipal Financial Analyst and other titles.)
In the event that a canvass of the eligible list for Addictions Program Specialist 4 in this location results in less than three candidates willing to accept the position, the agency may consider making a provisional appointment. To be considered for provisional appointment, candidates must meet the following qualifications: must have one year of permanent or contingent permanent service as a permanent competitive or 55-b/55-c service as an Addictions Program Specialist 2, Addictions Program Specialist 2 (Gambling), or Addictions Program Specialist 3.
In the event that a provisional appointment is made, the provisional employee will need to successfully complete the competitive examination for Addictions Program Specialist 4 when next given and be reachable for appointment on the resulting eligible list. If the provisional employee does not pass the competitive examination, or is not reachable for appointment, they may not be able to be retained in the position.
Non-Competitive (NCP) under Section 52.7 of the Civil Service Law: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates within OASAS apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications as outlined in the provisional qualifications.
Duties Description The Addictions Program Specialist 4 serves as the lead supervisor for the Division of Prevention, Bureau of Intervention and Systems Supports reporting directly to the Associate Commissioner. The Incumbent in this position will supervise staff on the planning, implementation, monitoring and evaluation of intervention and adult services including but not limited to:
• screening brief intervention and referral to treatment (SBIRT) initiatives including the federal SAMHSA SBIRT grant.
• oversight of Regional Addiction Resource Centers (RARC).
• prevention counseling services.
• collaborative projects reaching young adults and adults in higher education and other human services systems.
• prevention provider system technical assistance supports, workforce development and training initiatives.
• direct liaison with Regional Office (RO) to support OASAS funded prevention services and project coordination for all grant funding directed to the continuum of prevention services.
• collaboration and coordination with the Office of Communication on prevention public awareness and education initiatives.
• Experience in screening brief intervention referral to treatment (SBIRT) services preferable.
*Some travel required - approximately 15%.
Additional Comments Salary: $103,784 - $127,830
* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
