Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

This position may be filled at the Senior Accountant level or one within the Accountant Traineeship appointment levels. Appointment title will be dependent upon qualifications of candidate selected. Candidate must have a bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Accountant Trainee 1 (Hiring Rate $52,198) - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Accountant Trainee 2 (Hiring Rate $58,247) – A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles. A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.
Senior Accountant (Hiring Rate $65,001) - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles. A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.
55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response. Candidates must meet the non-competitive minimum qualifications listed above.
COMPETITIVE MINIMUM QUALIFICATIONS:

Candidates must be reachable on the appropriate Civil Service eligible list.
OR
TRANSFER QUALIFICATIONS:
Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with Section 52.6 or 70.1 of the Civil Service law.
To be eligible for a 70.4 transfer, a candidate must have one year or permanent, competitive service in a position allocated to a grade 12 or higher, a bachelor’s degree or higher in accounting, auditing or taxation OR 24 credit hours in accounting, auditing or taxation and have standing on the most recent PCO exam. Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position.
Duties Description Under the direction of an Associate Accountant, the Senior Accountant will be responsible for the following tasks:
*Collect data on the activities in the T0001 and 60695 funds on a weekly and monthly basis and analyzes for accuracy to ensure monthly financial reporting provided to management is correct.
*Analyze the bi-annual STIP data to ensure the appropriate allocation is updated in the 60695 Assessment Fund.
*Review self-insurance deposit account coding that the deposit desk will use for entry into the Statewide Financial System (SFS)
*Examine the requests for self-insurance payment requests, both bulk and manual in SFS.
*Review, analyze, and track files submitted by Third Party Administrators (TPA’s).
*Ensure files submitted by TPA’s are timely, complete, and accurate.
*Monitor approved spending by the TPA's for Special Funds and Self-Insurance and review the expenditures to identify differences, and determine reasons for the differences, and work collaboratively with the Workers' Compensation Board's program staff, Finance Office, and TPA's to resolve, so the reports can be approved timely.
*Run various reports and queries in SFS.
*Perform monthly general ledger journal entries.
*Strong communication, organizational and analytical skills.
*Manage multiple tasks, efficiently and effectively.
*Working knowledge of Statewide Financial System or PeopleSoft, and Microsoft Office Suite (Access, Excel, and Word).

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
