Minimum Qualifications Non-competitive: one year of permanent service as a Data Analyst 1 OR bachelor’s degree and three years of experience* in data visualization, and statistical models and data mining tools.
Substitution: A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.
Preferred Qualifications:
• Proficiency in Excel, Tableau, and SAS strongly preferred, ArcGIS, and R , knowledge also helpful.
• Experience working with large datasets; including importing, merging data, and validation.
• Comfortable with presenting and explaining data analyses methods and results to both technical and public audiences.
• Able to respond to requests quickly and manage multiple priorities.
* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
Duties Description Under the direction of Head of either the Epidemiology and Needs Assessment Unit, the Treatment Data Analysis and Reporting Unit, or the Recovery, Harm Reduction, and Addiction Treatment Center (ATC) Information Management and Reporting Unit, the duties may include but are not limited to:
• Respond to requests from agency staff and external stakeholders.
• Gather data from various sources including databases, spreadsheets, APIs, and other repositories.
• Scrub, filter, and preprocess data to remove inconsistencies, errors, and missing values.
• Convert raw data into usable formats by performing tasks such as normalization, aggregation, and restructuring.
• Create visualizations, maps, and dashboards, using Tableau, for public and internal use.
• Recommend actions and strategies based on data analysis to optimize performance and achieve business objectives.
• Prepare and deliver regular reports, presentations, and summaries of data analysis findings to management and other relevant parties.
• Extract and analyze external public data sets, such as the Census, National Survey on Drug Use and Health (NSDUH), Youth Risk Behavior Survey (YRBS), and National Center for Health Statistics Mortality Data on CDC WONDER
• Stay updated on industry trends, emerging technologies, and best practices in data analysis through self-study and professional development activities.
• Document data analysis methodologies, processes, and outcomes for future reference and knowledge sharing.
• Summarize and interpret historical data to identify trends, patterns, and anomalies.
• Use statistical information software (SAS, Excel, R) to provide data analyses of the OASAS Client Data System (CDS) Provider Directory System (PDS), or other databases.
• Provide advanced geographic information systems (GIS) analysis.
• Report using the Esri’s ArcGIS tools.
• Play a key role in developing and communicating Key Performance Indicators (KPI) for providers, programs, and Addiction Treatment Centers
• Advise on requirements for development of new data systems and applications.
• Supervise lower-level staff.
• Other relevant duties as assigned.
