Minimum Qualifications Reachable on current Civil Service eligible list for this title; OR
One year of permanent, competitive class service in a title eligible for transfer Section 52.6 of the Civil Service Law; OR
One year of permanent, competitive class service as an Information Technology
Specialist 1; OR,
Bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; OR
60 semester credit hours including or supplemented by 15 semester credit hours in
computer science AND one year of experience in information technology; OR
Two years of experience in information technology.

Note: Certain math and business courses although taken as part of a computer science curriculum, are not counted towards the 15 semester credit hours.

Preferred Qualifications:
The candidate should have a basic understanding of Object-Oriented Programming, Software Development Life Cycle, Oracle, MVC, .Net Core, C# .Net, REST APIs, XML, HTML, CSS,JavaScript, JQuery, JSON, Bootstrap, PL/SQL.

Duties Description As a member of NYSIF’s Web Portal Team duties include but are not limited to:
•Analysis, design, coding, unit testing and documentation using technologies including but not limited to: HTML, JavaScript, C#, ASP MVC.NET, SQL, Oracle PL/SQL
•Work on supporting Web Portal applications including Workers’ Comp eQuote, eApplication,DocuSign, eCERTs, Monthly Bills, Account Summary, Estimated Periods, Payroll Report and Direct Deposit Enrollment.

Current projects that incumbents may be involved include but are not limited to:
•Support Identity and Access Management on nysif.com
•AI Chatbot implementation
•Custom application support and development
•Platform enhancements and redesign of nysif.com

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
