Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Public Health Specialist 1, Grade 18, or Trainee; OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to Public Health Specialist 1, Grade 18 or Trainee.

Preferred Qualifications: The preferred candidate will have experience conducting inspections to determine compliance with federal, State or local environmental health laws, regulations, or established public health standards. They will also have experience monitoring public health environmental hazards and developing methods to control or eliminate hazards or the spread of disease.

Duties Description Public Health Specialists (PHS) 1 enforce the provisions of New York State's Public Health Law (PHL) and other State and federal laws, rules, and regulations relating to community environmental health, sanitation, and safety. The PHS 1 will conduct on-site inspections to evaluate environmental health conditions and regulatory and code compliance to improve the health, safety, and well-being of individuals and the public.

PHS's in the Department's District Offices play a pivotal role in ensuring that environmental health facilities meet or exceed the standards set forth in various laws, regulations and best public health practices. The PHS 1 will conduct inspections at food service establishments, children's camps, hotels/motels, etc.; conducting sanitary surveys; reviewing operation reports; sampling results and compliance schedules; and responding to reports of possible contamination at regulated facilities.

The PHS 1 will prepare inspection reports and correspondence to operators citing deficiencies; inform operators of corrective actions; prepare and present enforcement actions against facilities found in non-compliance; and play a critical role in the education of operators, owners, and the public regarding environmental health issues. They will provide training and technical assistance to facility owners or operators.

Position may be filled at a trainee level (equated to a 13 or 14) or 18, depending upon the qualifications of the candidate.
