Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:


Two years of full-time experience in which 50% or more of time was spent dealing with the general public. You must indicate the percentage of time dealing with the general public.

Or 2. One year of full-time experience in the collection of debts which must include contacting debtors in person or by telephone for the purpose of arranging payment.

Or 3. Sixty semester credit hours of college-level study.

Or 4. Thirty semester credit hours of college-level study, and one year of the experience stated in qualification #1 or six months of the experience stated in qualification #2.

55 B/C Qualifications:

Reassignment Qualifications:
Current New York State Department of Labor employee with at least one year of permanent, contingent-permanent, or 55 b/c service as a Tax Compliance Representative 1; if you have less than one year, you must be reachable on the current eligible list for this location, if one exists.

70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 09 or higher determined to be similar by Civil Service.

70.4 Transfer Qualifications:
One year of permanent or contingent-permanent service as a Grade 09 or higher and a passing score on Tax Compliance Representative 1 exam. Note: Candidates must not have failed the most recent examination for this title.

Ability to initiate and maintain relationships across a diverse set of stakeholders.

Duties Description STANDARD DUTIES:

As a Tax Compliance Representative 1, you will perform a variety of central office functions in a call center operation to affect the collection of Unemployment Insurance contributions, interest and penalties, delinquent returns and monies due. Your duties will include, but not be limited to, contacting employers; conducting office or telephone interviews with employers; maintaining a comprehensive case history of all assigned cases; and making recommendations for further action. You will enforce the collection of delinquent Unemployment Insurance contributions through the filing of warrants, serving levies, income executions, and other appropriate collection mechanisms. In the performance of these assigned duties, you may interact with uncooperative individuals.

Additional Comments Fingerprinting/Background Check: This position requires a fingerprint/background check. There is no cost to candidates, fingerprinting fees are paid for by the Department of Labor. Candidates being considered for appointment will be provided a pre-paid code and instructions after the interview.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
