Duties Description 1. Assist with administration of the regional Flood Control Program. For assigned flood control projects (FCPs), conduct routine and periodic inspections. Maintain a working familiarity with the condition of assigned flood control projects. Provide technical support during planning and implementation of capital improvements and repairs. Monitor construction phase of assigned projects for quality control and compliance with design documents. Assist Albany DOW and Division of Operations in identifying and addressing priority "unacceptable ratings" conditions noted by the USACE at FCPs. Monitor potential high water events and assist in coordinating emergency operations for DOW as assigned. Assist in keeping emergency operations plans current. Conduct technical reviews of assigned Part 501 permit applications for use of flood control lands.

2. Assist with administration of the regional Dam Safety Program. Perform and assist regional and Albany staff in the periodic inspection of dams located in the Region as assigned. Reviews permit applications as assigned. Respond to dam failure emergencies, complaints, and illegal dam constructions in accordance with Department policy and direction from supervisor.

3. Conduct inspections and monitor and evaluate activities at Division of Water regulated facilities to ensure compliance with applicable regulations. Prepare and present results of inspections, analyses, and research assignments to Department managers and communicate inspection results to facility representatives and consultants. Evaluate permit applications and technical documents to determine compliance with regulatory and technical standards. Develop draft permit conditions and requirements.

4. Administer grants for DOW WQIP and NPG funded projects in the region.

5. Conduct routine inspections as well as response to complaints at both construction sites and industrial facilities to determine compliance with applicable General Permits for Stormwater Discharges from Construction Activity and Industrial Activity.

6. Conduct and/or assist in response, including investigations and enforcement as necessary, of water quality related complaints from the public or other sources.

7. Provide outreach, technical assistance and training to the regulated community and other stakeholders, including providing technical presentations. Take a lead role in development of regulations, policies, and guidance documents for DOW programs as needed.

8. Must be able to communicate effectively and interact with the Federal, State and local government agencies, engineering firms, various non-governmental groups, and the public. Must be able to manage multiple projects. Must be able to read and interpret regulations, technical documents and engineering plans. Must have strong verbal and written communication skills. Supervise entry level DOW as assigned.

9. Relevant coursework and experience include: geospatial information systems (GIS), climate resiliency, and water resources evaluation and management.

10. The position will also serve as the regional GIS officer assisting in efforts to advance a One Water approach to managing water infrastructure in the region including digitizing pertinent databases (Water and Wastewater Treatment Facilities, water and sewer collection systems, water intakes, etc.) into GIS.
