Duties Description This position will function as Business Analyst for the for the New York State Board of Elections (SBOE) Public Campaign Finance (PCF) System. Reporting to the IT Program Manager and Technical Lead for PCF, this position will lead all Business Analysis (BA) and Quality Assurance (QA) aspects of the PCF system including requirements gathering, system implementation, integration, testing, and enhancement of the system.
In this role, a candidate would be expected to:
• Work with all shareholders, internal and external, to lead the detailed analysis and requirements gathering process for the new Public Campaign Finance system, including any contractors on-boarded for this purpose
• Work closely with assigned/contracted Project Managers in development and maintenance of project schedules and deadlines, including escalation of potential issues and risks in a timely manner
• Participate in any required acquisition process, vendor evaluation and selection
• Lead or participate in project governance meetings and activities
• Lead the development and implementation of the Quality Assurance (QA) measures and manage testing and defect management activities
• Lead or participate in the project change control process, providing analysis and recommendations on potential impact to the project and providing recommendations on change vs enhancements
• Utilize a wide range of specialized knowledge, skills, tools and techniques to elicit, analyze, communicate all project lifecycle activities
• Create, assemble, disseminate, and maintain all project and system documentation, including versioning
• Create, or contribute to, reports and presentations to project stakeholders
• Oversee and manage subordinate staff and contractors in work related to the acquisition, development, implementation, and enhancement of the PCF system.
• Function as an IT-based Subject Matter Expert (SME) for the Public Campaign Finance program.
• Coordinate with internal and external entities on any integration requirements of the system, both initial establishment of interfaces and on-going operation
• Work with the SBOE Infrastructure team and any applicable vendors to establish, document and test operational procedures required for on-going operation and maintenance of the new PCF system including disaster recovery, performance monitoring, patching, etc.
• Work with the SBOE Chief Information Security Officer (CISO) and the Secure Elections Center team to establish, document and test security procedures for the new PCF system, ensuring adherence to all applicable policies and regulations.
• Participates in software architecture review and change control processes and works with all necessary parties to minimize the negative impact of changes on the PCF environment
• Works with PCF program management, participate in development of end-user training and support materials for the PCF system, including coordination of required Help Desk activities
• Work closely with SBOE executive management and PCF program management, including counsel, to analyze and incorporate any new or modified PCF related statue and regulations
• Work closely with SBOE executive management and PCF program management, including counsel, for any applicable audits
• Work closely with SBOE Public Information Office (PIO) and PCF program management on development and implementation of relevant public-facing presence, including website or web content development.
