Minimum Qualifications
Open-Competitive: Possession of an appropriate Bachelor’s Degree; seven years of responsible administrative management or supervisory experience in providing acute patient care services, including at least one year in an administrative management position comparable in scope of responsibility to an executive staff level position in an acute care hospital; and New York State license or certification where applicable.

Preferred Qualifications:

•Ten (10) years of executive level administrative experience at general or specialty care hospital
•Three (3) years of experience as the Executive Director or Chief Executive Officer, or similar position at a 100 bed (or more) acute carPrior acute inpatient rehabilitation experience is preferred.
•Demonstrated experience in achieving and maintaining certification or accreditation with Joint Commission and Commission on Accreditation of Rehabilitation Facilities (CARF).
•Demonstrated experience in achieving and maintaining positive Department of Health and CMS survey outcomes, including surveys on Long Term Care units
•Master’s Degree in Healthcare Administration or related field
•Master’s of Business Administration
•Medical or Clinical certifications or licenses
•A strong dedication to authentic leadership, exceptional customer service and continuing program development.
•Ability to build a positive culture through attracting, developing and retaining qualified employees and promotes pride as a Department of Health employee among staff.
•Dedication to promote an engaging environment and deliver a high quality of patient care in an ever-changing setting.
•Proactive having solution-oriented thinking and leadership skills, can collaborate and communicate with the four other Department of Health-operated healthcare facilities and the program’s Central Office.

Duties Description "Helen Hayes Hospital, owned and operated by the New York State Department of Health, is located in West Haverstraw, (Rockland County) New York, and is seeking a director to serve as the Chief Executive Officer. Helen Hayes Hospital is a national leader in rehabilitative care and is a 155-bed facility consisting of acute rehab, transitional care and skilled nursing services and outpatient rehabilitative services. The facility maintains approximately 400 staff and an operating budget of approximately $70.5 million.

The Director will be responsible for the overall management of the Hospital. Primary responsibilities include: ensuring that the Hospital is in compliance with all applicable standards, regulations and laws governing hospital operations and quality assurance; determining the strategic direction of Hospital programs and services; managing the Hospital’s operating budget; selecting, deploying and disciplining the Hospital’s staff; overseeing the Hospital’s medical staff affiliation with Columbia Presbyterian Medical Center and other educational affiliations; and ensuring that the Hospital’s census and revenue targets are met. Through the Medical Director and various Clinical Directors, directs all physicians, resident, psychiatric, clinical and consultant staff, for all specialties and services. These services include, medicine, physical medicine, dental, laboratory, x-ray, and orthopedic appliance services; departments of physical therapy, physical rehabilitation, occupational therapy, and speech and hearing therapy, including affiliate students; departments of social service, nursing, education, recreation and clinical psychology; a business office, all food preparation and service activities, the maintenance of buildings and grounds, the power plant, stores and housekeeping, and laundry services.

Director of Rehabilitation Hospital meets periodically with the Board of Visitors, providing them with reports on the Hospital’s status, represents the Hospital at meetings of strategic importance to the Hospital, and meets with the Medical Director. To foster the involvement of the medical staff in the Hospital’s overall direction, the Director meets with the Medical Executive Committee on a regular basis.

The Administrator will report to the Director of Health Facilities Management (HFM) and will work with HFM to achieve an operation consistent with the Department of Health’s mission, vision, and values and consistent with other Department of Health-operated facilities where appropriate."
