Minimum Qualifications One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 of the Civil Service Law. Eligible titles include, but aren’t limited to: Claims Services Representative Trainee 1, Policyholder Services Representative Tr 1; OR
• Associate’s degree or higher.

Duties Description Responsibilities include, but are not limited to:
• Under the general direction of an Insurance Fund Services Specialist 2, the employee will perform collection activities requiring regular contact with policyholders, insurance brokers, attorneys, accountants, collection agencies, and internal NYSIF departments.
• Employees respond to policyholders, brokers, accountants, attorneys, or internal NYSIF staff regarding cancellations.
• Interact with difficult customers and/or situations over the phone.
• Explain legal repercussions of cancellation and work to resolve problem.
• Reinstate policies when warranted and place into cancellation when payment agreements are neglected.
• Update credit indicators on policy accounts, research credit balance accounts and facilitate refund request.
• Work with Underwriters and Insurance Premium Auditors to ensure credit is proper and due.
• Conduct searches on refund recipients and coordinate with legal to address corporate changes.
• Process write-offs to accounts deemed uncollectable, process and/or adjust returned check fees, collection fees, and/or service fees, notify policyholders of adjustment.
• Research payments made to NYSIF that have not properly posted to an account and prepare written correspondence in response to inquiries or to notify policyholders of a collection issue.
• Handle policies under the “welcome back” program.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
