Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's or higher degree.

COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.

70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.

Duties Description Undergo training on 4 sections of law and regulation pertaining to rent stabilization and rent control in NYC and outside of NYC, undergo training on several computer systems, additional training on the Public officers law and ethics and personal privacy and confidentiality of registration information, once trained- independently respond to inquiries from owners, tenants and representatives concerning rent administration and affordable housing in person in face to face sessions, Webex, over the phone and via email selecting correct information from a staff data base and from the agencies computer and website , responding to records access requests in light of statutory confidentiality requirements, independently provide technical assistance to owners , tenants and authorized representatives with registrations, paper and online form submissions, reviewing agency issued rent orders and explaining them to owners, tenants and representatives, , independently assess a situation brought forth in an interview with the public and determining and providing relevant printed information materials and applications , independently represent the agency and speak and present information and respond to questions at public forums, make recommendations for edits to printed material to reflect new issues and concerns brought forth by the public, assist in the drafting of revised documents., liaison with other government agencies to coordinate housing services for clients.
