Minimum Qualifications MINIMUM QUALIFICATIONS:

• TWO years of Business Analysis experience in at least three of the five knowledge areas:

o (1) Using recognized business analysis methodologies to elicit requirements from business users as the foundation for the solution to the organization’s business needs.

o (2) Describing in a comprehensive written document (e.g., business case, fit-gap analysis document, or functional specification) what the system, process, or product/service must do to fulfill the business requirements.

o (3) Using recognized business analysis methodologies (e.g., business process flows, fit-gap analyses, or functional designs) to design solutions to improve the efficiency and effectiveness of the business processes.

o (4) Documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals.

o (5) Developing test scenarios, scripts, and data; reviewing test results; and assessing the implementation of appropriate solutions to ensure they perform to the required specifications and achieve the design capabilities.

• A Bachelor’s degree in Information Technology, Public Administration, Education, Economics, Communications, or a related field.

• A Master’s degree may substitute as an additional year of experience.

Duties Description DUTIES DESCRIPTION:

Under the supervision of a Lead Business Analyst, this POSITION will work with HESC FAS Modernization Project and other Program teams on an array of duties including but not limited to:

1. Research and elicit requirements while adhering to established
standards and utilizing all necessary deliverables.

2. Conduct studies, analyze, and evaluate all required “as-is” and “to-be”
processes and flows needed for the new system.

3. Document business process deficiencies requiring resolution during and
after implementation.

4. Work with vendor, agency staff and stakeholders to collect, analyze,
define, and document business and functional requirements.

5. Develop training materials related to business systems implementation
for users and write procedure manual.

6. Assist with business process analysis, business process reengineering,
and developing workflow processes.

7. Work directly with the Business Systems Analyst 2 on defect
identification, resolution, and testing.

8. Create and maintain requirement traceability documents.

9. Prepare Use cases, business requirements documents, flowcharts, and
process models.

10. Validate solutions that meet business needs by developing,
maintaining, and executing test plans, test cases, and test data.

11. Work with selected vendor(s) to ensure proper software integration and
application functionality.

12. Participate in quality reviews and deliverable acceptance, participate in
functional and user acceptance testing.

13. Define deliverable acceptance criteria and participate in deliverable
acceptance reviews.

14. Participate in risk identification, risk mitigation, and issue escalation
activities, schedule development and management, and change
process management.

15. Assist the Financial Aid Modernization Project team with data migration
analysis and data cleansing tasks.

16. Provide on-going support to business units and other entities using the
Grants and Scholarship systems.

17. Analyze the impact of changes to IT system requirements or business
processes.

18. Ensure system award rules meet eligibility requirements and adhere to Legislative
mandates.

19. Perform other duties as assigned.

Additional Comments TELECOMMUTING INFORMATION: Initially positions work full-time in the office and a hybrid telecommuting schedule of up to 50% remote work can be discussed with the hiring manager during the interview.
