Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1 and or 70.4 of the Civil Service Law.
Transfer:
For 52.6, 70.1 and or 70.4 transfer to an Information Technology Specialist 4, salary grade (SG)-25, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Duties Description • Meet and collaborate with business customers, business analysts, and other IT teams to develop and document new system requirements.
• Analyze requirements, assess their feasibility, impact, and/or implications, and assist management in determining/mitigating risks.
• Prepare accurate estimates of effort and plan and prioritize tasks to ensure established deadlines are attained.
• Ensure system designs are scalable and meet business requirements.
• Oversee all phases of application development, ensuring proper organizational coding standards and protocols are adhered to.
• Ensure the established quality assurance procedures and standards are followed.
• Support user testing, ensuring all pertinent test conditions are accurate and complete.
• Collaborate with other IT teams to address technical and functional issues and roadblocks which impact business functions and new projects.
• Keep management and stakeholders fully informed on the status of issues, their impact on project schedules, and the progress of mitigation efforts.
• Review deliverables and work products associated with implementation of software programs.
• Ensure documentation related to the programs and systems is accurate, complete, and current.
• Promote cross training and knowledge sharing among team members.
• Ensure adequate team coverage to support applications.
• Ensure production issues are acknowledged and addressed in a timely manner.
• Escalate issues to management, as necessary.
• Communicate with the project team(s), business customers, and CIO Management to confirm scope, relevance, and priorities of work.
• Assess current and upcoming organizational priorities and evaluate their potential impact on the team workload.
• Participate in project planning activities, ensuring all aspects of application development are accounted for.
• Collaborate with technical and business teams across the organization to ensure the established goals and deadline are attained.
• Develop responsive teamwork plans in support of established priorities.
• Allocate staff resources as necessary to meet work objectives.
• Adjust priorities to ensure established deadlines are met.
• Inform management and all appropriate stakeholders about deviations from originally agreed upon priorities, deadlines, or scope, or potential and/or existing issues that may impact schedules or deliverables as soon as those issues arise.
• Utilize organizationally established IT change management systems and processes for Systems Development Life Cycle and change management.
• Plan work tasks and activities; prepare project plans when necessary to track progress of work initiatives.
• Coordinate the team’s work efforts with other IT support teams.
• Attend meetings and provide updates to management.
• Lead status meetings and provide feedback on status of work being performed.
• Oversee work of the Administrative Applications team and ensure it aligns with the current priorities.
• Determine what tasks will be required to complete assignments and baseline their estimated completion dates.
• Direct and supervise staff in their daily tasks and provide feedback.
• Lead by example by promoting a positive attitude toward high quality standards and accountability.
• Foster a productive work environment focused on respectful communications, team building and empowerment of team members.
• Perform general administrative responsibilities including submission of timecards and TDS entries, time requests, training requests, telecommuting journals, etc.
• Attend to personnel issues discreetly with sound judgment and in a timely fashion.
• Inform management of personnel issues, when necessary.
• Participate in staff recruitment activities.
• Create comprehensive performance plans and prepare and conduct timely and detailed performance reviews.
• Assess staff training needs and develop training plans for the team.
• Participate in the organization and scheduling of training activities for staff and new hires.
• Regularly assess and provide input on the team staffing and skill set needs to meet operational and future organizational needs.
• Develop a roadmap for the Oracle Application Express (APEX) platform and Oracle APEX application development.
• Establish a scalable and repeatable Oracle APEX operating model that is aligned with best practices.
• Develop and implement a robust SDLC process, development standards, and application lifecycle management processes.
• Participate in IT Review Board to assess use of Oracle APEX as an application development tool.
• Develop a strategy for continuously growing staff knowledge and skills.
• Collaborate with the Oralee APEX administration team to ensure infrastructure meets current and future organizational needs.
• Assist Oracle APEX developers with building of shared components.
• Develop custom Oracle APEX applications as needed.
• Prepare required documentation associated with the development and implementation of new Oracle APEX applications.
• Perform quality assurance checks and post-implementation reviews of Oracle APEX applications.
• Collaborate and/or share knowledge with other staff with troubleshooting tasks.
• Evaluate business functions, analyze business requirements, and assess feasibility, impact, and/or implications of using Oracle APEX
• Guide the development of Oracle APEX designs that are scalable and meet business requirements.
• Develop a robust security model, including integration with Active Directory for authentication and authorization.
• Continuously assess methodologies, practices, and standards and implement improvements as needed.
Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience in Oracle Applications Express (2 years to less than 5 years).
• Demonstrated experience in Project Management (3 months to less than one year).
· Experience leading and supervising staff.
· Strong analytical skills.
· Experience gathering business requirements.
· Familiarity with Systems Development Life Cycle (SDLC).
· Strong verbal and written communication skills.
· Ability to work independently and in teams.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
