Minimum Qualifications Assistant Traffic Supervisor Trainee 1:

Two years of experience in a position with the responsibility for either safety control of vehicular traffic or investigation of motor vehicle accidents. Both types of experience must have involved the preparation of on-scene motor vehicle accident reports.

Assistant Traffic Supervisor Trainee 2:

Three years of experience in a position with the responsibility for either safety control of vehicular traffic or investigation of motor vehicle accidents. Both types of experience must have involved the preparation of on-scene motor vehicle accident reports.

Assistant Traffic Supervisor:

Four years of experience in one or any combination of the following: investigating on-scene motor vehicle accidents and preparing motor vehicle accident/incident reports in a position with responsibility for either safety control or vehicular traffic; working in Incident Management with multijurisdictional agencies; and reviewing traffic control and compliance within a multi-lane divided highway.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

*License Requirement: Candidates must possess a valid license to operate a vehicle in NY State.

Duties Description Under the supervision of the Traffic Supervisor, monitors and assists with Traffic Incident Management; responds to and represents the Thruway Authority at on-scene or off-scene incident command posts; gathers and distributes real-time incident information; assists with recommendation and implementation of regional intelligent transportation support activities; assists in the facilitation of local and regional detours internally and with outside agencies.

Performs traffic control activities within a Thruway Division and ensures compliance with the Traffic Safety Manual, the Manual on Uniform Traffic Control Devices, and New York State Standard Specifications.

Conducts initial investigations of accidents/incidents that cause injury or fatality to customers or employees, damage to Thruway Authority property or equipment, and /or potential Authority liability.

Assists in the coordination of a traffic management system based on the utilization of Regional Traffic Management Centers, such as the Capital District Traffic Management Center, and Hudson Valley Traffic Management Center, developed with other transportation agencies.

Conducts the regular surveillance of Division roadways and rights-of-way to ensure optimum travel conditions.

Monitors service provided by authorized towing garages and commercial road service providers.

Designs and/or establishes traffic patterns at the sites of construction/maintenance projects and emergency traffic detours.

Oversees inspections of contractors' work zone projects for compliance with construction specification plan (use and placement of attenuators, sign spacing, type and size, cone taper, etc.).

Designs work zone protection for locations not specified in the Traffic Safety Manual and submits recommendations to Traffic Engineering.

Collects statistical data (traffic counts, radar speed surveys, etc.), may perform analysis activities and recommend changes based on incident patterns observed

Recommends implementation of Emergency Response Plan as needed.

Gathers data (weather, roadway conditions, etc.), diagrams, photographs, and other pertinent information at the scene.

Compiles information into an Accident Investigation Report for use by Legal and other Thruway Departments.

Assists in the coordination of a traffic management system based on the utilization of Region Traffic Management Centers (ex. Capital District Traffic Management Center) developed with sister transportation agencies.

Assists in supervising the inter-agency use of Variable Message Signs and Highway Advisory Radio System.

Represents the Traffic Supervisor on inter­agency traffic management technology development committees.

Assists in development of traffic management plans for peak traffic periods and special events (Woodstock Music Festival, etc.).

Monitors tandem trailer operations, ensuring compliance with Thruway rules and regulations.

Inspects tandem trailer equipment for maintenance deficiencies issues equipment deficiency tags, inspects tagged equipment prior to recertification.

Performs tandem trailer driver inspections, reviews certification papers for operators and equipment.

Prepares reports regarding tandem trailer incidents and makes recommendations regarding driver's ability to operate tandem trailer units.

Conducts the regular surveillance of the Division’s roadway and right-of-way to ensure optimum travel conditions.

Investigates proposals for the erection of advertising signs and makes recommendations with respect to safety and conformance to Thruway Rules and Regulations.

Monitors service provided by authorized off-road garages.

Ensures availability of emergency services to travelers in accordance with the Emergency Response Plan.

Conducts annual training program for Field Maintenance employees related to use of Traffic Safety Manual.

Conducts Safety Meetings

Provides for the disposition of abandoned vehicles.

Inspects vehicles of unusual dimensions for issuance of and compliance with Special Hauling Permits

Serves as liaison to military unit convoys.

Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.
Sick Leave Incentive Plan – Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st, each year, may receive two days of pay for each six-month period. Employees who have a sick leave balance of 165 days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.
Employees with 20+ years of continuous Authority/State service may receive up to an additional five days of vacation leave accruals annually.

Employees are paid bi-weekly, with no lag time.
Some positions will be eligible for downstate and/or geographical pay depending on location and title.
