Minimum Qualifications Non-Competitive Qualifications for appointment under the NY HELPS Program:
Health Care Fiscal Analyst Trainee 1 (starting salary $52,198): A bachelor's degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration including or supplemented by 12 semester credit hours in accounting and/or auditing and 6 semester additional credit hours in statistics, economics, accounting and/or auditing.
Health Care Fiscal Analyst Trainee 2 (starting salary $58,247): Meets the requirements for the Trainee 1 AND has one year of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a hospital or healthcare facility related to reimbursement rates, principles, and practices.
Senior Health Care Fiscal Analyst (starting salary $65,001): Meets the requirements for the Trainee 1 AND has two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a hospital or healthcare facility related to reimbursement rates, principles, and practices.

Duties Description The Office of Financial Management, Bureau of Community Budget and Financial Management Group, Consolidated Fiscal Report Group is recruiting to fill two Senior Health Care Fiscal Analyst/Health Care Fiscal Analyst Trainee, positions. The incumbents of these positions will be charged with the responsibility for collection and review of cost reports accounting for the revenues and expenses of local providers and counties through New York State.
Duties include, but are not limited to, the following:
• Perform desk audits of Consolidated Fiscal Reports (CFR) submitted by community providers of Mental Health Services to ensure compliance with Generally Accepted Accounting Principles and CFR reporting requirements.
• Maintain records of cost reports, correspondence, financial statements, and case notes to document changes in the desk audit process; develop and test new audit tools and provide input into refinement of desk audit protocol.
• Function as a CFR reporting contact for 750 local service providers including regular written correspondence and verbal communications.
• Participate in CFR Interagency Committee with representatives from Office of People with Developmental Disabilities (OPWDD), Office of Alcoholism and Substance Abuse Services (OASAS) and the State Education Department (SED) and function as the lead on specific cost reporting issues.
• Provide guidance in the testing and development of changes to the CFR Software.
• Participate in the CFR Provider training sessions.
• Coordinate with the Contracts and Claims (C&C) Unit on the application of CFR data to State Aid Letter and direct contract close-outs.
• Conducting periodic internal control updates and testing.
• Assist the budget staff on CFR data analysis required to conduct policy analysis related to operational issues and budget development.
• Revise the CFR Manual and forms to accommodate new initiatives and changes in accounting principles.
• Contribute to a wide range of OMH projects, including evaluation of provider fiscal health prior to contract renewals (Legacy Contract reviews).
Additional Comments The starting salaries for this position are outlined below. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
• $52,198 (Trainee 1- NS equated to SG-14)
• $58,247 (Trainee 2- NS equated to SG-16)
• $65,001 (Full Performance level SG-18)
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
