Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Seven years of professional experience in Preparing and implementing community revitalization plans; land use plans; economic development programs; and/or redevelopment plans for areas affected by brownfields, vacant land, abandoned sites, or urban areas; AND Managing community, economic, and/or real estate development projects including securing financing, developing requests for proposals, negotiating, managing, monitoring, and reviewing contracts. This position may serve as a supervisor.
An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.
55 B/C QUALIFICATIONS
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are:

55B NON-QUALIFYING EXPERIENCE: Includes but is not limited to wetlands and habitat management and/or monitoring; conducting or monitoring technical aspects of site remediation; preparing land surveys and related mapping activities; reviewing environmental impact statements; designing gardens and parks.

Duties Description The Revitalization Specialist 1 duties in Office of Planning, Development & Community Infrastructure will include but are not limited to the following:
• Perform outreach activities with officials of local governments and communities to assist with planning and development activities that promote community revitalization, brownfield development, smart growth, and environmental justice.
• Lead local governments, community-based organizations, and other eligible entities to form regional partnerships to develop complex (large acreage and multi community) projects.
• Advise communities on the principles of smart growth.
• Guide development of land and use plans and projects that promote smart growth and community revitalization.
• Participate in public hearings and represent Department of State on regional boards and commissions having responsibility for brownfield redevelopment, community revitalization and economic development.
• Assist in formulating or modifying policies and program priorities.
• Interact with local governments to establish policy advisory committees fully representative of the diverse interests in the community including, but not limited to, business, non-profit, academic, cultural, and environmental organizations.
• Assist local governments in preparing inter-municipal agreements to cooperatively address shared issues and project purposes.
• Manage diverse State construction, design and planning grant contracts for public and private planning and development projects.
• Oversee executed contracts for community assistance to ensure that all stipulations are met, including administrative requirements and performance measures.
Interact with control agencies to answer questions raised during the approval.
