Minimum Qualifications Assistant Research Scientist (Health Services Research), SG14:
Bachelor's degree in public health, public administration and policy, epidemiology, statistics, mathematics, social sciences, engineering, health economics, finance, or a related field and one year of professional research experience in an appropriate field.
Substitution: 30 graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.

Research Scientist 1 (Health Services Research), SG18:
Bachelor's degree in public health, public administration and policy, epidemiology, statistics, mathematics, social sciences, engineering, health economics, finance, or a related field and two years of professional research experience in an appropriate field.
Substitution: master's degree in an appropriate field may substitute for one year of the experience.

Research Scientist 2 (Health Services Research), SG22:
Bachelor's degree in public health, public administration and policy, epidemiology, statistics, mathematics, social sciences, engineering, health economics, finance, or a related field and three years of professional research experience in an appropriate field.
Substitutions: master's degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.

Preferred Qualifications: Strong data management and data validation skills. Experience with extracting, merging, and linking health care datasets for the application of higher order analysis. Proven experience developing statistical programs in SAS and/or SQL languages. Knowledge of statistical methods and their application for predictive analytics. Familiarity with quality improvement concepts and methodologies. Experience with data visualization software such as Tableau. Proficiency with Microsoft Excel, Word, Access, and Power Point. Excellent communication, organization, and program management skills.  The ability to work independently, as well as in a team environment.

Duties Description The Assistant Research Scientist/Research Scientist I/II in the New York State Department of Health's Office of Health Services Quality and Analytics (OHSQA) will help to ensure that all New Yorkers irrespective of their person and care setting will have access to health care services that are safe and of the highest quality consistent with the best available evidence. The entry-to-mid-level researcher will work for the Bureau of Quality Measurement and Evaluation to help the Office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means including research, evaluation, and health information analysis. The candidate will serve as a Research Scientist, supporting the collection and reporting of quality and care management data, and supporting ongoing research studies. Care Management encompasses Medicaid Health Home, Health Plan, and social care needs care management programs and the candidate will help to investigate and track the quality of the care delivered to help set priorities for future policy. The entry-to-mid-level researcher will be supervised by a senior level researcher.

Duties include utilizing several quality and utilization data sources within OHSQA, assisting in original research studies, design and conducting analyses to evaluate Medicaid managed care health plans and Health Home care management programs. This includes managing the intake of large care management activities data files, an enrollment database, and other quality data indicators. Responsibilities also include developing reporting tools, including custom built SAS or SQL programming to produce tables and figures.
