Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education.


**Program Research Specialist 1 (Human Services) level requirements: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling AND two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

• Program Research Specialist Trainee 1 (Human Services) - (equated to SG-14): A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling

• Program Research Specialist Trainee 2 (Human Services) (equated to SG-16): A bachelor’s degree in a required field and one year of the required experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service and eligible for transfer under Section 70.1, 70.4 or 52.6 of the Civil Service Law.

Duties Description Duties include but are not limited to:

• Evaluate data sources such as the statewide client data system and the New York State Office for the Aging reporting website to determine any limitations in terms of reliability or usability.
• Select the appropriate methods to follow in analyzing and evaluating data, considering the character and sources of data and the statistical tools to be used.
• Pre-test questionnaires and other documents and methods developed for program operations to ensure their accuracy, reasonableness, and relevance.
• Collect and processes data utilizing survey and/or non-survey instruments, published and unpublished agency statistics and records, on-site investigations, discussions with operating officials, and similar materials and sources.
• Perform data manipulation tasks with quantitative data, such as data construction, merging data files, and data cleaning.
• Analyze and interprets data following analytical methods.
• Evaluate various program areas including policy, procedure, legislation, objective, and cost effectiveness.
• Identify actual or potential problem areas, trends, program accomplishments, and additional key factors in the EISEP, EAEOP, Respite and SADS programs. Identifies new program needs, considering agency goals and other relevant conditions and trends, and the effects of actual or proposed legislation.
• Evaluate the effectiveness of alternative or corrective actions being considered for EISEP, EAEOP, Respite, and SADS.
• Analyze and interprets statistical data, including but not limited to scheduled reporting conducted by providers across the state to identify significant differences in relationships among sources of information.
• Identify relationships and trends in data, and any factors that could affect the results of the research or analysis. Performs descriptive and multivariate statistical analyses of data, using computer software.
• Perform data extraction, data linkages, and data queries using computer software.
• Prepare tables, graphs, fact sheets, and written reports summarizing research and analysis results.
• Prepare forecasts of factors directly related to and affecting agency program operations for use in program planning activities.
• Present results of studies, analyses, or investigations to D3PO management and colleagues, covering conclusions and recommendations based on the evaluations made.
• Develop specifics regarding the planning, development of analytical methods, study or analysis of procedures, and methods of presentation.
• Prepare written technical reports containing the analysis and interpretation of study findings along with recommended courses of action based on study or analysis of findings.
• Assess the content of data systems to ensure that they support the analytic needs of the agency. Conducts programmatic discussions and conferences and prepares written directives that outline broad study objectives.
• May participate in defining and refining data infrastructure requirements and consult with information technology staff in developing and maintaining the agency’s infrastructure necessary to carry out research functions.
• Register, attend, and successfully complete certified on-line courses for the National Incident Management System (NIMS) as needed.
• Participate in and complete training related to NYSOFA’s Disaster Preparedness Plan.

Operational Needs:

• Travel may be required (approximately 20%), including during evening and weekends, depending on mission and assignment which may include travel to emergency management disaster sites as needed to assist with disaster recovery activities and efforts.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.


*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
