For appointment to an Information Technology Specialist 2 Programming, you must have:
1. A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
2. OR - A bachelor's or higher-level degree in any field and at least one year of the experience in information technology.
3. OR - A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.
4. OR - A total of two years of experience in information technology.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
Transfers:
For 52.6 transfer to a(n) Information Technology Specialist 2 (Programming), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Duties Description:
• Collaborate with Payroll’s business teams to gather and refine business requirements.
• Analyze functional requirements and develop technical requirements/specifications.
• Investigate ways to apply delivered PeopleSoft technology as a solution to business problems, providing associated benefits and risks of the approach.
• Analyze the best approach for implementing customizations.
• Assist team members in creation of design documents and other related system documentation.
• Review and approve final technical design.
• Communicate with supervisor and report progress/issues in a timely manner.
• Code new programs and modules and make code changes to existing programs and modules.
• Assist team members with development tasks, as needed.
• Enhance knowledge on new Oracle PeopleSoft technology.
• Assist in developing training plans that will enhance the team’s ability to deliver solutions.
• Perform program testing/tuning, as needed.
• Ensure test plans and test conditions are created, including regression conditions, and verify all conditions have been successfully tested.
• Troubleshoot production issues and provide on-call support, as needed.
• Conduct technical walkthroughs and code reviews of proposed system changes.
• Manage and monitor user acceptance testing of all code changes in a test environment, ensuring resolution of any defects.
• Assist with implementing new features, resolving technical issues.
Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated coursework in Computer Programming: Includes coursework in the fundamental concepts and basic principles and practices of problem solving with computer programming through flowcharting, pseudo-code and ultimately the use of a programming language including analysis and implementation of run-time environment, scope rules, binding, and parameter passing mechanisms.
• Demonstrated experience in SQL.
• Demonstrated experience in PL/SQL.
• Demonstrated experience with one or more of the following skills:
o Computer Programming - Perform program maintenance.
o Debug/resolve program problems, including troubleshooting application software for user/system problem resolution.
o Develop program control scripts (such as JCL, ECL, UNIX, Shell script, NT batch commands, VB scripts, SMS).
o Write programming instructions (code) in an object-oriented language, such as Java.
o Write programming instructions (code) in a procedural language, such as COBOL.
o Write programming instructions (code) for communications interfaces with other software.
o Write programming instructions (code) in any other specific programming language type.
o Prepare functional specifications that define the system being proposed to meet business requirements.
o Document workflow processes.
o Research or consult to ascertain the software or hardware solutions necessary to meet the customers' needs.
o Analyze end-user requests for information and create "ad hoc" reports from various databases using query tools.
• Demonstrated experience with one or more of the following competencies:
o Database - Oracle
o ERP - PeopleSoft Development Tools/Code
• Proficient at communicating with technical staff and customers.
• Strong analytical thinker, with excellent troubleshooting and problem-solving skills.
• Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
