Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Qualifying Experience: a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, and/or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding and/or organizational change efforts; assisting with the development of environmental public information campaigns.

NOTE: a Juris Doctor, Master’s, or higher degree in a related field can substitute for one year of professional experience.

* If applying under the 55b/c, candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55b/c program.

Duties Description EPS1 Source Water and Septic Staff Position Description. Item #12202

Tasks:

• Review DOW WQIP land acquisition required documents (e.g., Conservation Easements, Municipal Notification Letters, Public Access Documentation, etc.) for awardees to expedite the turnaround time and eventual closing of projects.

• Facilitate WQIP Land Acquisition submittals and reviews between awardee, DOW staff, and DLF staff. Staff will track materials submitted, stage of review the material is in (review, updating, final), and communicate with the awardee if updates are needed.

• Track number of parcels acquired, total acres, total appraised value, etc. as documents are submitted for outreach materials including press releases, newsletters, action agendas, etc.

• Review and update WQIP Land Acquisition standards and resources found on the WQIP Land Acquisition Toolkit webpage as needed and in collaboration with Division of Lands and Forest, as appropriate. Identify and create new resources and standards.

• Coordinate with DLF and DOW on WQIP Land Acquisition activities to ensure program alignment and information sharing.

• Support WQIP Land Acquisition Program through contract management. Work with awardees to develop workplans for contracts, review and comment on land acquisition documents, coordinate with Division of Lands and Forest for their reviews, review quarterly reports and reimbursement requests, ensure awardees are moving at an appropriate pace for project completion and make recommendations for program improvement.

• Identify opportunities and/or connections between the Drinking Water Source Protection Program participants and the WQIP Land Acquisition for Source Water Protection Program to grow the number of source water protection acres conserved in NYS.

• Set up a process to audit WQIP Land Acquisition properties on a bi-annual cycle. Conduct audits, analysis data, prepare summary reports for supervisors, make recommendations for program tracking improvement.

• Develop resources to identify potential acquisition areas for WQIP Land Acquisition.

• Assist with State Septic System Replacement Fund program development and management. Assist with preparing criteria for each round of funding, identifying opportunities to improve the program, responding to questions from the participating Counties and applicants, creating EFC annual report and developing web page content.

• Collect, compile, organize and analyze data (using various tools, including R programing); develop routine queries or processes to improve consistency and accuracy of water reports; ensure data is accurately entered in the information systems, communicate with program staff, and maintain information systems.
Preferred Additional Qualifications

• Proficiency working with GIS, databases, and Microsoft Office 365 Suite.

• Clear communication and public speaking skills.

• Competence in analysis of environmental data sets.

• Competence developing and reviewing work plans and technical reports.

• Experience ensuring adherence to established standards, resources, and program requirements.

• Familiarity with NYS source water protection efforts including WQIP Land Acquisition and DWSP2.

• Good understanding of NYS water quality standards, regulations, and Division technical, operational and guidance documents.

• Experience negotiating with diverse groups to achieve common goals.

• Familiarity communicating and working with local, state, and federal programs.

• Excellent interpersonal and oral communication skills.

• Proficient in developing technical, summaries and informational materials to facilitate public involvement and translate technical resources to stakeholders.

• Knowledge and experience with aspects of water quality and watershed management.

• Familiarity with federal CWA water quality programs and requirements.
