Minimum Qualifications MINIMUM QUALIFICATIONS:

Competitive Minimum Qualifications:

Non-Competitive Minimum Qualifications:

1. For Human Resources Specialist Trainee 1: a bachelor’s or higher degree.

2. For Human Resources Specialist 1: a bachelor’s degree and two years of professional human resources experience. *A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

The Human Resources Specialist 1 performs and supervises the performance of various human resources activities such as staffing services, which consists of the recruitment, examination, and placement of the essential staff who provide care and ensure the health and safety of the people we serve. The duties may include, but are not limited to, identifying staffing needs, conferring with various parties to ensure the timely filling of vacancies, participating in the interview process, implementing decentralized examinations, creating job postings, processing personnel transactions, establishing and maintaining a working relationship with potential recruitment sources, conducting job audits, preparing agency classification requests, and involvement in the orientation of newly hired employees.

Additional duties may include, but are not limited to, the monitoring and assisting of employees with conditions of employment (policy and procedures, time and attendance, employment benefits, driver and professional licenses, probations, performance evaluations, seniority determinations, etc.), leave management, worker’s compensation, labor relations, and disciplinary processes (serving notices of discipline, conducting investigations, preparing for arbitration cases etc.).

Candidates should have skills for independent organization, prioritization, and multi-tasking. Strong computer skills and organization are a must.

Travel within the 17-county catchment area of OPWDD – Region 1 will be required.

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
