Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive
appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.


If you are hired via HELPS, at a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive
employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

Non-Competitive Minimum Qualifications:
A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).

a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Competitive Minimum Qualifications:
Department of Health employee with one year of permanent or contingent-permanent competitive service as a Project Manager 2 (G-23); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at Grade 21 or above and eligible for transfer to a Project Manager 2 under Section 52.6 of the Civil Service Law.

Preferred Qualifications: • Project Management Professional (PMP) or Scrum Alliance Certified Scrum Master (CSM) certification
• Bachelor’s degree in IT, Public Administration/Policy, or Business
• 5+ years of experience working on projects for state or local government
• 5+ years of experience using Microsoft Office - Excel, PowerPoint, Teams, and SharePoint
• 3+ years of experience using Microsoft Project to build project schedule, including milestones, tasks, dependencies, and resources
• 3+ years of experience working in contract and financial management
• Knowledge of state finance and government contracting, including multiple solicitation types, and contract types
• Demonstrated experience managing multiple projects simultaneously to successful conclusion
• Demonstrates strong facilitation skills to work with individuals and groups to surface essential information and to help negotiate priorities and resolve conflicts among project team, consultants and contractors
• Demonstrates strong written and verbal communication skills with an ability to express complex information and concepts to project sponsors, managers, technical staff, consultants/contractors and agency users
• Demonstrated ability to manage multiple priorities

Duties Description The incumbent of this position will be part of a project management team, including several vendors who will be part of a multi-year Continuing Medicaid Elibiligy Modernization Program which will sunsett a legacy system. Specific duties:
- Plan for and lead meetings with appropriate project participants, project sponsors and other individuals, both internal and external to OHIP.
- Work as part of a project team developing all necessary project management plans, including communication plans, risk and issue logs, decision logs, etc. all in accordance with the standards established by the Project Management Office.
- Develop and maintain a project schedule, including identifying and scheduling project deliverables, milestones and required tasks using scheduling software.
- Track budgets and maintain spending plans on monthly and yearly basis and provide support to leadership with approval of invoices for vendor's deliverables.
- Oversee contracts correspondence, documentation, and regulatory reporting.
- Support onboarding/offboarding of State and contracting staff.
- Establish and document relevant processes, monitor and identify areas of improvement, including maintaining up-to-date library of relevant documents (e.g., process documentation, templates, etc.).
- Support the development and review of RFPs/RFQs to ensure compliance with terms and conditions and provide advice and interpretation of contract requirements.
- Draft project documentation, including PowerPoint presentations, and prepare reports about project activities.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
