Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotion:
You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Service & Repair Mechanic (Motor Equipment), Motor Equipment Mechanic or Construction Equipment Mechanic.
Open Competitive:
One year of experience supervising staff engaged in the maintenance, overhaul, and repair of gasoline and/or diesel-powered motor equipment, including passenger vehicles, construction and heavy equipment, freight and other commercial cargo vehicles, self-propelled off-road equipment, and non-self-propelled motor equipment.
Candidates may also be eligible via the following:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement - Previously held the title on a permanent competitive basis.
or
Transfer Eligible- One year of permanent competitive service at Salary Grade 12 or higher and eligible for transfer under Section 70.1 of Civil Service Law.
Duties Description This position will function as a working supervisor, performing and supervising staff engaged in the maintenance, overhaul, and repair of gasoline and/or diesel, electric, hybrid and alternative fuel powered motor equipment, including passenger vehicles, construction and heavy equipment, commercial vehicles, self-propelled off-road motor equipment, and non-self-propelled motor equipment.
Observe and inspect work in progress and ensure that specifications and regulations are followed, materials and equipment are used properly, procurement of supplies and materials meet current state contract rates and procurement guidelines, schedules are met, and work is performed according to plan.
Conduct NYS certified inspections, schedule all service and repairs, test drive vehicles and equipment, inventory management, and maintain vehicle maintenance records.
Will also supervise staff conducting vehicle pool management, mileage reporting, vehicle and equipment fuel card administration.
May be required to perform maintenance, repairs and service on vehicles, construction, and other equipment in the field.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must be able to lift and move objects up to 50 pounds.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
