Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Six years of experience directly administering, implementing, developing, or managing various types of modal or intermodal services, facilities, or operations as follows: development, administration, or evaluation of federal, state, or local technical assistance, management assistance, or financial assistance programs, including USDOT grants, related to modal or intermodal services; policy development or evaluation of federal, state, or local government programs, regulations, or legislation affecting modal or intermodal services; development or management of modal, intermodal, or economic development/industrial access capital programs or projects directly related to modal services (highway capital programs are not qualifying); planning, marketing, management, or operation of modal or intermodal transportation systems and services; or direct responsibility for the development, implementation, or management of comprehensive safety programs for modal or intermodal transportation facilities and services.

An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. Duties Description NYMTC seeks to fill an Intermodal Transportation Specialist 1 in the Central Staff in the Planning and Program Management Group.

Under the supervision of a Senior Transportation Analyst, the Transportation Analyst, in the Regional Programming Unit, will support the development and maintenance of the Transportation Improvement Program (TIP), the Unified Planning Work Program (UPWP), the Regional Transportation Plan (RTP), and/or transportation conformity. Duties may include, but are not limited to:

• Coordinate with member agency staff;

• Assist in the development and maintenance of the Transportation Improvement Program (TIP) in accordance with federal and state regulations and guideline: analyze TIP components for fiscal constraint;

• Assist with the program management aspects of NYMTC’s long-range Regional Transportation Plan (RTP);

• Develop and prepare reports and data analyses of financial and program elements for the TIP and the Plan using various software;

• Support and participate in public outreach activities related to each of the require products;

• Prepare draft correspondence, documents, handouts, and brochures;

• Other related duties, as required by NYMTC management;

• Prepare draft correspondence, reports, documents, presentations, handouts, and brochures.

Strong written and oral communication skills are preferred. A good working knowledge of Adobe Suite, Microsoft Office including Word, PowerPoint, and Excel or other database programs are highly desirable to perform the duties for this position. Although not required, a working knowledge of Geographic Information Systems.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments * This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Salary to include an additional $3,400 location pay
