NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications for Program Aide are:

Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

Duties Description The Program Aide functions as a paraprofessional performing a wide variety of administrative activities to support the work of professional administrative staff.

The Program Aide will:

• Serve as the initial point of contact for the public, providers, or other governmental agencies seeking to do business with the OASAS Hudson Regional Office, which includes, but is not limited to, providing information on treatment services, routing complaints appropriately, etc.
• Perform less complex professional activities that closely resemble those performed by the professional administrative staff such as assisting community/family members with finding services and drafting letters to providers,
• Independently determine the needs and priorities required to support the professional administrative staff,
• Assist in the compilation of data/spreadsheets to be used in the preparation and analysis of information utilized by the bureau/unit,
• Assist in reviewing, designing, and controlling bureau forms/tracking documents,
• Assist managerial staff in reviewing and revising Regional Office policy and procedures and informing staff of updates,
• Research rules and regulations and/or guidance to assist Regional Office staff to assist with administrative problems or issues,
• Develop and implement methods of data collection/analysis, and draw conclusions from analyzed data/recommend action based on results of data with oversight of professional level staff,
• Assist in preparing for short-term and long-range work objectives and goals,
• Prepare and edit draft correspondence, site review reports, and other documents,
• Assist Regional Coordinators with purchasing supplies and equipment,
• Submit purchase request forms for items needed that are not available in the storeroom.
• Purchase items after approval is received:
o Submit required paperwork on receiving. Reconciles all purchases in SFS and on the Citi Bank website,
• Handle all IT, phone, copier, and equipment related issues:
o Support Regional Office staff with IT issues. Ensures all equipment is up to date and functioning properly, addresses Xerox copier needs, contacts Office Services for with issues or needs for maintenance,
• May assist Upstate Regional Director in the absence of the Administrative Assistant 2,
• Assist Regional Director and other Regional Office staff on special projects,
• Handle other appropriate duties as assigned.

Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
