Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
As a result of the growing span of the Office of Administration, the incumbent for this position will work directly with the Deputy Director of Administration to assist in the many high-level projects, initiatives and tasks that the Bureau undertakes. Duties include:
FINANCE
Oversees the financial functions of the Office of Administration, including:
• Manages the financial needs for the entire Office of Administration, supervising the accurate input of B-1184’s, FTF’s, RFQ’s as well as to establish controls to ensure that State fiscal guidelines are followed.
• Acts as the liaison to negotiate the terms of leases with the Office of General Services and the ITS Contracts Unit, to satisfy the needs of ITS. This includes such factors as rental costs, alterations, renovations, cleaning, maintenance, electrical and telecommunications modifications.
HUMAN RESOURCES
Coordinates and implements human resources functions within the Office of Administration such as recruitment; ensuring accurate staffing levels and anticipating future staffing needs.
FIELD OFFICE MANAGEMENT/OVERSIGHT
Oversees the Field Office Managers located in each of the Capital Region’s six largest office spaces occupied by ITS employees.
• Assists to establish and maintain a consistent financial, administrative, facility and health safety related standard throughout each field office location.
• Will act as liaison/point of contact between each Unit within the Office of Administration and the Field Office Managers to improve the communications from ITS headquarters.
OVERSIGHT OF REGIONAL HUBS
Assists the Deputy Director of Administration in the establishment and maintenance of Regional Hub locations, which is a Chamber initiative. The goal is/has been to procure suitable office space in NYC and soon in Western NYS in an effort for ITS to recruit new talent outside of the Capital Region and potentially offer hoteling (or flex) space to other State agency employees.
PROJECTS/INITIATIVES
The Office of Administration is often tasked with high-level Chamber/executive-led initiatives which require the skill set of a project manager. The incumbent will assist in performing the field work required to bring these large projects together (i.e., coordinating meetings between program areas, communicating and formulating the execution of executive management goals, etc.)
Other duties as assigned by either the Director or Deputy Director of Administration.
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
