Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year of permanent or contingent-permanent, competitive, status as a Health Systems Specialist 2 (Social Work), G20 OR current NYS employee with one year of permanent or contingent-permanent, competitive, status in a title G18 or higher and eligible to transfer under Section 70.1 of the NYS Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Candidates Via NY HELPS: Possession of New York State license and current registration as a Licensed Master Social Worker AND one year of post-licensure experience providing clinical services in a licensed healthcare facility or program or utilizing clinical knowledge in the review and oversight of clinical services for quality assurance or reimbursement purposes; or registration as a Licensed Clinical Social Worker.

Preferred Qualifications: Experience in providing case management services in a skilled nursing faclity or care management along the long-term care continuum. A strong dedication and desire to impact the quality of life for the aged and aging. Ability to gather data as needed for reports and to make appropriate recommendations for enforcements or sanctions. Excellent communication skills, both written and oral, strong organization skills, and proficiency with the Microsoft Office product suite.Federal Surveyor Minimum Quality Test and Qualified Individuals with Disabilities Professional certifications and investigatory experience.

Duties Description The incumbent will participate on a multi-disciplinary survey team to inspect developmental centers and/or community-based facilities as directed, and deploy aspects of the Qualified Individuals with Disabilities Professional Certification to ensure that the facilities surveyed meet minimum requirements to participate in the Medicaid program; ensure that emergency or urgent situations are properly reconciled; investigate complaints; and participate in the performance of comparative surveys with staff from the Office of People with Developmental Disabilities to ensure that all federally prescribed protocols and processes are followed. In a team environment and when determined necessary by program leadership, the incumbent may be asked to assist with other programmatic duties such as emergency preparedness and special projects.

Additional Comments *This position is eligible for a $3,400 downstate adjustment.

This position is part of the NYS HELPS program. No examination is required.

This position requires travel at times to areas unserved by public transit. The incumbent must pass the Surveyor Minimum Qualifications Certification Test (SMQT) and Disabilitie Professional certifications within 1 year of appointment. The successful incumbent must be flexible and available to work varied hours, which may include weekends and holidays, to respond to emergencies and/or provide guidance relative to off-hours investigations, as needed. Specific work hours will be TBD within standard department hours.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
