Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 4.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess a current 55 b/c eligibility letter and ONE of the following qualifications:
1. A bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND three years of experience in the following computer related areas: computer programming; network, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR
2. A bachelor’s or higher-level degree in any field AND four years of experience in computer related areas as described in #1 above; OR
3. An associate degree* with 15 semester credit hours in a computer science field AND five years of experience in computer related areas as described in #1 above; OR
4. Six years of experience in computer related areas as described in #1 above.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following qualifications:
1. A bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND three years of experience in the following computer related areas: computer programming; network, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR
2. A bachelor’s or higher-level degree in any field AND four years of experience in computer related areas as described in #1 above; OR
3. An associate degree* with 15 semester credit hours in a computer science field AND five years of experience in computer related areas as described in #1 above; OR
4. Six years of experience in computer related areas as described in #1 above; OR
5. Be a qualified employee of New York State Department of Education and have had ONE (1) year of permanent competitive or 55-b/55-c service as a Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), or Information Technology Specialist 3 (Systems Programming).
Provisional candidates must take the examination for Information Technology Specialist 4 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
Duties Description The New York State Education Department's (NYSED) Office of Cultural Education (OCE) is seeking applicants for an Information Technology Specialist 4 position. The incumbent will work closely with the NYSED's Information Technology Services unit and serve as the OCE's Information Technology Coordinator advising the OCE leadership on planning, policy, project management and budget related to IT and data management. Duties of this position include, but are not limited to, the following:
• Lead the development and implementation of the OCE's IT strategic plan;
• Manage and supervise the work of the OCE and IT staff to implement IT projects across program areas;
• Assist in setting strategic IT priorities and coordinate activities within program units in support of IT and data management;
• Support development and implementation of technology solutions to improved electronic access to the OCE's data and collections by customers and staff;
• Assist in the development of policies that guide information management and services in libraries, museums, archives, historical societies and local governments;
• Represent the OCE in discussions and planning regarding NYSED IT initiatives;
• Manage the OCE's data communication networks and systems;
• Identify and purchase hardware and software to support the OCE's programs;
• Work with staff and contractors to support the appropriate deployment and operation of IT systems;
• Serve as the point of contact for critical business systems such as security, phone and email systems for service interruptions and daily maintenance needs;
• Collaborate and communicate effectively with IT staff, program office staff, project managers and executive level staff; and
• Document systems and procedures appropriately, meet Department standards and follow generally accepted IT practices.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Information Technology Specialist 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position requires occasional off-shift night and weekend work. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period.
This position leads to a salary of $117,875 based on annual performance advances.
