Minimum Qualifications Current permanent or contingent-permanent, competitive status as an Associate Health Care MSA, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Care MSA, G-23 under section 52.6 of the NYS Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Senior Health Care Management Systems Analyst

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.

Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in accounting and trend analyses.

Preferred Qualifications: An understanding of the various New York State (NYS) Mediciad Managed Long Term Care (MLTC) reimbursement methodologies. Knowledge of MLTC program operations and ability to work in excel datasets, financial cost reports and an encounter data.

Duties Description The analyst for this position would be responsible for understanding the various Medicaid reimbursement methodologies of New York State (NYS) Managed Long Term Care (MLTC) programs, based upon published regulations, state statute and Centers for Medicare and Medicaid Services (CMS) federal requirements. The analyst would be required to independently handle and oversee MLTC premium rate development and necessary plan reviews as well as assist in the risk adjustment methodology. The analyst would also be required to assist with various adjustments for benefit changes, merged plans and policy changes. The process involves calculating rates, developing fiscal impacts and writing formal documents for review and approval.
