NY HELPS*: To be eligible for a NY HELPS appointment, the candidate must have:
Administrative Specialist Trainee 1: A bachelor's degree or higher.
Administrative Specialist Trainee 2: A bachelor's degree and one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Administrative Specialist 1: A bachelor's degree and two years of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: Experience managing budgets. Working knowledge of NYS procurement rules. Proficient in Excel. Experience managing recruitments. Experience reviewing and or processing travel request packages.
Duties Description The incumbent will provide administrative, fiscal, and programmatic support within the Wadsworth Center's New Scotland Avenue Administration office. The Administrative Specialist 1 (AS1) will be responsible for a variety of tasks including but not limited to developing and monitoring expenditure plans and budgets; reviewing complex purchase requisitions for compliance with NYS Finance Law and agency policies and appropriateness within the programs’ budget plans; facilitate tracking of purchases; monitor database and facilitate employee probation and annual evaluation reports ensuring timely completion and submission, perform personnel-related tasks including the preparation of waiver requests, position descriptions and promotion packages; provide oversight, monitor, and provide guidance and technical assistance to program staff and other appropriate related duties as assigned.
Additional Comments Permanent, competitive, full-time. Two year traineeship leading to a G18. Transfer candidates may be asked for SSN to verify title history and eligibility.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
