Provisional Appointment Pending Examination:
You must be a qualified employee of the New York State Thruway Authority and have had one year of service as a?Bridge Electrician, Bridge Painter, Bridge Repair Assistant, Bridge Rigger, Bridge Welder, Construction Equipment Operator, Construction Equipment Operator (Heavy), Construction Equipment Operator (Light), Crane and Shovel Operator, Highway Equipment Operator, Thruway Maintenance Worker, or Trades Specialist (Bridge).

You must have had four years of experience in the construction, rehabilitation, or maintenance of paved highways, streets, roads, bridges, or similar transportation facilities.
Substitution: College course work awarded by a regionally accredited college or university, or one recognized by NYS Education Department in a program leading to a degree in construction technology may be substituted for one year of the required experience on the basis of 30 semester credit hours equaling one year of experience.

If there are no more than three qualified candidates in the promotional field for this position, the appointing authority will request approval from the NYS Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must meet the following qualifications:

NY HELPS Qualifications:
Four years of experience in the construction, rehabilitation, or maintenance of paved highways, streets, roads, bridges, or similar transportation facilities.
Substitutions: An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Duties Description The TMS 1 is the first supervisory level. Duties will include but are not limited to the following.
Assist in developing requirements for critical maintenance projects
Independently work on projects requiring special skills; applying a broad range of tools and techniques across major maintenance functional areas
Schedules and assists in scheduling maintenance staff for shift work, plans, schedules, and monitors work
Review daily timecards, prepare and review probationary reports and attendance records ion all assigned employees
Evaluate and rate work performance of individual employees pursuant to the annual performance rating program, conduct counseling and/or recommend further action as required
Arrange work activities to coincide with general equipment repairs and preventive maintenance schedules and ensure that all maintenance equipment is in good operating condition
Direct mowing operations, vegetation control, installation and repair of safety appurtenances, pavement repairs, crack and joint sealing operations, bridge maintenance and repair, sign repairs, fencing and delineators
Train and assist in training personnel and developing appropriate safety and work performance standards

This is a NYS Thruway Authority Unit 2 CSEA position:
Health Insurance and Prescription Drug Coverage.
Dental and Vision Coverage.
13 Paid Holidays, 4 of which are floating holidays, which are credited in July each year for use from July 1st through June 30th.
Vacation, Sick and Personal Accruals.
Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.
Sick Leave Incentive Plan – Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st each year, may receive two days of pay for each six-month period. Employees who have a sick leave balance of 165 sick leave days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.
Employees with 20+ years of Authority/State service may receive up to an additional five days of vacation leave accruals annually.
Vacation Exchange Program - Between November 15th. and December 31st of each year, employees who have previously earned and accrued vacation credits may elect to receive cash payments in lieu of the use of up to five days of such accrued vacation credits. Employees who maintain a 35-day vacation accrual balance in the pay period prior to submitting the election form may exchange an additional five days for a total exchange of 10 days of accrued vacation credits.
Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.
Tuition Assistance Program, which reimburses 90% of tuition costs for approved courses up to 21 credit hours per year.
New York's 529 College Savings Program, which provides New York families with a tax-advantaged way to save for college.
Longevity Pay - Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity. Longevity pay has a positive impact on retirement.
Employees are paid bi-weekly, with no lag time.
Some positions will be eligible for downstate and/or geographical pay depending on location and title.
